Announcement on Auction and Transfer of State owned Land Use Rights by Suzhou Natural Resources and Planning Bureau (Sutu Paigao Zi [2025] No. 2) On April 27, 2025, with the approval of the Suzhou Municipal People's Government, Suzhou Natural Resources and Planning Bureau decided to auction and transfer the state-owned land use rights of one (1) plot of land. The relevant matters are hereby announced as follows: 1. Basic information and planning indicators requirements for the auction and transfer method of the land parcel: Land parcel number: 2025-4 # Total area of the land parcel: 64160.19 square meters Location of the land parcel: Central urban area: east of Renmin Road, west of the land use of Suzhou Education and Sports Investment Development Co., Ltd., south of Bianyang Third Road, north of the land use of Suzhou Transportation Culture and Tourism Investment Group Co., Ltd. Duration: 40 years Floor area ratio: 1.000 ≤ and ≤ 1.800 Building density (%): ≤ 40.000 Greening rate (%): 20.000 ≤ Building height limit (meters): -10.000 ≤ and ≤ 60.000 Main land use: Retail commercial land use Details: Use name Area Retail commercial land use Investment intensity: Deposit: 32 million yuan Valuation report Filing number: 3403825BA0115 Starting price: 153.98448 million yuan Additional price range: 962.403 million yuan. Both domestic and foreign legal persons, natural persons, and other organizations in the People's Republic of China can apply to participate. Applicants can apply individually or jointly. Other conditions that the applicant should meet: Requirements for the 2025-4 # plot: 1. The bidder must be a corporate legal person. 2. The winning bidder shall sign the "State owned Construction Land Use Right Transfer Contract" for the project site within 10 working days from the date of transaction. If the winning bidder fails to sign the contract within the deadline due to their own reasons, the bidding deposit will not be refunded. If the registered location of the winning bidder is outside of Suzhou City (which is a domestic enterprise in Suzhou City, if a wholly-owned subsidiary needs to be registered separately within the jurisdiction of the project location, a written application must be made at the time of registration), a wholly-owned subsidiary with legal personality must be established in the project location within 40 days from the date of transaction, and it shall sign a "Agreement on Change of State owned Construction Land Use Right Transfer Contract" with the Municipal Natural Resources and Planning Bureau. The winning bidder and its wholly-owned subsidiary shall be jointly and severally liable for the rights and obligations of the land transfer documents, the "Agreement on Change of State owned Construction Land Use Right Transfer Contract" and the "Agreement on Change of State owned Construction Land Use Right Transfer Contract". 3. When handling the bidding registration procedures, the bidder must make a written commitment that "they have carefully read the relevant transfer documents of the land parcel and voluntarily agree to be bound by them, fully understand the current situation of the land without objection, are willing to accept the land in its current condition within the agreed time, sign the 'Confirmation Form for Delivery of State owned Construction Land', and do not have any objections or defenses to the current delivery of the land parcel and related transfer documents". 4. After winning the land, bidders must develop and construct according to the planning conditions notice, the General Rules for Controlled Detailed Planning of Suzhou City, and the plot ratio stipulated in the transfer contract. They are not allowed to change the plot ratio without approval. If the plot ratio is increased without approval, the excess plot ratio will be recovered free of charge or the land transfer fee will be paid according to regulations and punished. 5.
