Announcement on the Listing and Transfer of State owned Land Use Rights by the Zhanjiang Natural Resources Bureau (Zhan Natural Resources Network Announcement [2025] No. 7) On April 25, 2025, with the approval of the Zhanjiang Municipal People's Government, the Zhanjiang Natural Resources Bureau decided to list and transfer the state-owned land use rights of one (1) plot of land. The relevant matters are hereby announced as follows: 1. Signing time of the "State owned Construction Land Use Right Transfer Contract": Within 10 working days from the date of transaction; If the transferee fails to sign the contract on time, the land supply shall be terminated and the bid security deposit shall be confiscated. 2. Payment method: Within 30 days from the date of transaction, a down payment of no less than 50% of the transfer price (including the bid security deposit) must be paid; The balance must be paid 90 days before the date of transaction. If the transfer price of state-owned construction land use right is paid in installments, the transferee agrees to pay interest to the transferor according to the loan market quotation rate (LPR) published by the National Interbank Funding Center authorized by the People's Bank of China on the date of payment of the first phase of land transfer price when paying the transfer price of state-owned construction land use right in the second and subsequent phases. If the transferee fails to pay the transfer price of state-owned construction land use rights on time, a penalty of 1 ‰ of the delayed payment shall be paid to the transferor per day from the date of delay; If the payment is delayed for more than 60 days, the transferor has the right to terminate the contract, and the transferee has no right to demand the return of the deposit. The transferor may also request compensation for losses from the transferee. 3. Delivery time and method: Within 120 days from the date of transaction, the land shall be delivered according to the current elevation. The Zhanjiang Land Reserve Management Center and the transferee shall sign the "Confirmation Letter for the Handover of State owned Construction Land"; The Zhanjiang Land Reserve Management Center shall notify the assignee to sign the "Confirmation of State owned Construction Land Handover" within the agreed delivery time limit. If the assignee fails to sign the "Confirmation of State owned Construction Land Handover" with the Zhanjiang Land Reserve Management Center within the notification period due to their own reasons, the delivery time shall be calculated from the date of expiration of the agreed delivery time limit. 4.
