Chapter 1 Public Bidding 1. Bidding Conditions The name of this bidding project is: Shenyan Coal Xiwan Open pit Coal Mine 2025 Water Hazard Control Project Public Bidding, project bidding number: CEZB250303841, the bidder is Shaanxi Shenyan Coal Co., Ltd. of National Energy Group, the project unit is Shaanxi Shenyan Coal Co., Ltd. of National Energy Group, and the funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Xiwan Open pit Coal Mine is located in the northeast of Yuyang District, Yulin City, Shaanxi Province, and the southwest of Shenmu City. Its administrative division is under the jurisdiction of Dabaodang Town in Shenmu City and Daheta Town in Yuyang District. During the mining and stripping process, the Sarawusu Formation was affected by water damage and burnt rock water damage. To address the impact of water damage, control measures need to be taken. In the early stage of burnt rock water damage, grouting treatment is mainly adopted, and the stripping area is treated in advance according to the mining and stripping continuity situation to reduce the impact of burnt rock water on the normal production of the mining pit. In response to the impact of water disasters in the Sarawusu Formation, hydrological boreholes are mainly used to ensure safe production. 2.1.2 Scope of bidding and division of sections (packages) for controlling water damage caused by burning rock: Starting from the end point of grouting in the Xiwan open-pit coal mine in 2024, water damage control will be carried out within a straight line extending 500m along the east end towards the direction of mining progress. Starting point coordinates: X=417789.30, Y=4277239.61, ending point coordinates: approximately X=417043.94Y=4277979.17, in the 2000 coordinate system. Sarawusu Formation water hazard control: It is expected to construct 80 hydrological holes with a footage of 4000m and a diameter of 525mm. The wellbore pipe (filter pipe) will be DN300 × 6 steel pipe. This project is divided into one section. 2.1.3 Planned construction period: 100 days after the signing of the contract for the treatment of water damage caused by burning rock; 200 days after the signing of the water hazard control contract for the Sarawusu group. 2.1.4 Project location: Xiwan Coal Mine. 2.2 Other:/3. Qualification Requirements for Bidders 3.1 Qualification and Performance Requirements: [1] Qualification Requirements: (1) Bidders must be independent legal persons or other organizations registered in accordance with the law and provide valid supporting documents. (2) Bidders must possess and provide valid qualification certificates for geological hazard prevention and control units (qualification category and level: Class A for geological hazard control engineering construction). (3) Bidders must possess and provide a valid safety production license. 【2】 Financial requirements: [3] Performance requirements: From May 2020 to the bidding deadline (based on the contract signing time), bidders must have one contract performance for coal mine water hazard control construction projects with a single contract amount of 3 million yuan or more. Bidders must provide at least one scanned copy of the settlement invoice that can prove the performance requirements of this bidding and the corresponding contract. Invoice requirements: 1) The invoicing date must be 30 days prior to the date of publication of the bidding announcement; 2) The invoice content must reflect the invoice code, invoice number, invoice date, issued amount (excluding tax) or verification code; 3) Do not provide the above materials
