Project Overview and Bidding Scope 1.1 Bidding Project Name: Baohe Economic Development Zone Drainage Pipeline Network Quality Improvement and Efficiency Enhancement Project (Phase I) Tracking and Audit Services 1.2 Bidding Project Number: 2025HAFWZ005171.3 Section Division: This bidding project has a total of one section 1.4 Bidding Project Section Number: 2025HAFWZ005171.5 Bidding Project Location: Hefei City 1.6 Bidding Project Scale: Municipal Drainage Pipeline Network Flood Prevention Capacity Improvement Project: Including 5.22km of road network improvement and renovation on Huayuan Avenue, Changchun Street, Lanzhou Road, Shandong Road, etc., with pipe diameters ranging from d500 to d1800. Key area flood prevention capacity improvement project: 8.56km of drainage pipe network renovation and construction in key areas, with pipe diameters ranging from d200 to d600, including 55 drainage areas, with a total investment of 99.84 million yuan. 1.7 Estimated contract price: 240000 yuan 1.8 Estimated entry date for the bidding project: May 2025 (specific entry time subject to the notice of the tenderer) 1.9 Service period: from the date of signing the contract for this project to the date of passing the project completion settlement audit report (approximately 365 calendar days). 1.10 Bidding Scope: Tracking and auditing services for all professional projects within the scope of this project, including bill of quantities and maximum bidding price review, construction, materials supplied by Party A, equipment installation, greening, design, supervision, and three inspections. Specifically, the review includes: construction project proposal and feasibility study investment estimation, project economic evaluation report; Review the preliminary budget of construction projects, conduct compliance audits, compare and select design schemes, optimize designs, and analyze limit designs; Supervise the bidding process during the procurement phase to ensure legality and compliance, check the clarity of contract terms, verify the qualifications and creditworthiness of suppliers, review the reasonableness of market prices for materials and equipment, compare the differences between contract prices and market prices, and prevent false pricing; Review of contract price for construction projects; Signing and adjustment of contract price (including engineering changes, engineering negotiations, and calculation of claim costs), payment of engineering funds, review of engineering settlement and completion settlement reports, etc; Inspection and supervision of engineering change handling procedures; Verify the acceptance of key concealed works, supervise the acceptance and completion acceptance procedures of each sub project of the project, and track and inspect whether all parties involved in the project have fulfilled the contract; Consultation on identification and arbitration of economic disputes related to engineering cost; Participate in project meetings and various special coordination meetings as required by the tenderer, issue various tracking audit service reports on time, and provide necessary tracking audit service support for the project as required by the tenderer; Cost plan demonstration and review.
