Tender Conditions: Jingzhou Ring Road Section of Erguang Expressway (excluding Libu Yangtze River Highway and Railway Bridge) Project (hereinafter referred to as“); This project; )The construction of the Jingzhou Ring Road section of the Second Guangzhou Expressway (excluding the Libu Yangtze River Highway and Railway Bridge) has been approved by the Development and Reform Commission of Hubei Province with the approval of the Provincial Development and Reform Commission (E Fa Gai Approval Service [2024] No. 293) and the Ministry of Transport with the approval of the preliminary design of the G55 Jingzhou Ring Road section of the Second Guangzhou Expressway (excluding the Libu Yangtze River Highway and Railway Bridge) (Jiao Gong Dao Han [2024] No. 433). The construction funds are self raised by the enterprise and domestic bank loans, and the funds have been secured. The bidder is Hubei Jiaotou Second Guangzhou Ring Expressway Co., Ltd., and the bidding agency is Beijing CCCC Construction Engineering Consulting Co., Ltd. The project has met the bidding conditions and is now open for bidding for the communication relocation and construction of this project. Bidders will undergo qualification review. 2. Project Overview and Bidding Scope 2.1 Project Overview: Construction Location: Jingzhou City, Hubei Province. Construction scale: The Jingzhou Ring Road section of the Second Guangzhou Expressway (excluding the Libu Yangtze River Railway Bridge) project starts from Cao'an Village, Jinan Town, Jingzhou District, Jingzhou City, and connects to the planned expansion of the Second Guangzhou Expressway from Xiangyang to Jingzhou. It runs south through Nanzhen, Balingshan Town, Jingzhou High tech Zone, and Libu Town, crosses the Yangtze River through the Libu Yangtze River Railway Bridge (7.9 kilometers long, not included in the scope of this project), passes through Mishi Town, connects to the Jingzhou Dongyue Temple section of the Second Guangzhou Expressway in Buhe Town, Gong'an County, and expands along the original road to the endpoint Gong'an North Hub Interchange. The total length of the main route is about 44.8 kilometers, with a 3.4-kilometer Li Bu Interchange connecting line. The section from the starting point of the main line to Qunying Hub adopts the standard of a two-way six lane expressway with a design speed of 120 kilometers per hour and a roadbed width of 34.5 meters for new construction (among which the 2.1-kilometer connection section on both sides of the Libu Yangtze River Highway and Railway Bridge adopts the standard of a two-way six lane expressway with a design speed of 100 kilometers per hour and a roadbed width of 33.5 meters), and the section from Qunying Hub to the endpoint adopts the standard of a two-way eight lane expressway with a design speed of 120 kilometers per hour and a roadbed width of 41.0 meters for renovation and expansion; The connection line of Libu Interchange is constructed as a two-way four lane first-class highway with a design speed of 60km/h and a subgrade width of 22.5m. The vehicle load level for bridge design adopts Highway - I level, and other technical indicators shall be implemented in accordance with the relevant provisions of the "Technical Standards for Highway Engineering" (JTGBOl-2014). Seven interchanges have been set up along the entire line in Cao'an (hub), Jinan, Jingzhou West (hub), Gaoxin, Libu, Mishi, and Qunying (hub); Simultaneously construct 4 toll stations, 1 management sub center, 1 maintenance work area, 1 parking area, as well as necessary transportation engineering and facilities along the line. The estimated total investment for the project is 10.704 billion yuan. The planned construction period is 42 months. Other: There are 160 locations where communication lines intersect and affect the main construction of the road, 8 locations where optical cables are directly buried, and 650 optical cables; Involving the dismantling of 35 kilometers of pole roads, 56 kilometers of suspension cables, and 2 electrical poles
