Project Introduction 1.1 Project Name: Jiaokong Capital Company's 15th Five Year Plan Strategic Planning Consulting Services 1.2 Purchaser: Anhui Jiaokong Capital Investment Management Co., Ltd. 1.3 Project Overview: Evaluation and Summary of the Implementation of the 14th Five Year Plan by Anhui Jiaokong Capital Investment Management Co., Ltd. and its subsidiaries Anhui Jiaokong Capital Fund Management Co., Ltd., Anhui Jiaokong Commercial Factoring Co., Ltd., and Hefei Wantong Small Loan Co., Ltd. (hereinafter referred to as "Anhui Jiaokong Capital Company and its three affiliated units"); Comprehensively analyze and form the overall development strategy for the 15th Five Year Plan; Develop the "15th Five Year Plan" development strategy and plan; Formulate a research and analysis report to support the preparation of the plan. 2. Procurement Description 2.1 Procurement Method: Open Inquiry Procurement 2.2 Source and Proportion of Funds: 100% self raised by the enterprise 2.3 Procurement Scope: Anhui Communications Control Capital Company and its three affiliated units' "15th Five Year Plan" development strategy and planning, as well as research and analysis reports supporting the planning preparation. 2.4 Contract Package Division: This bidding is divided into one section. 2.5 Maximum Price Limit: 300000 RMB 2.6 Planned Service Period: From the date of signing the project contract to December 31, 2026, the service period is approximately 18 months, subject to the actual situation of the project. 3. Supplier Qualification Requirements 3.1 This procurement requires suppliers to meet the following requirements: (1) Minimum Qualification Requirements: Having independent legal personality and holding a valid business license; (2) Minimum performance requirement: Within the past 5 years (referring to January 1, 2020 to the deadline for submission of response documents, based on the time of contract signing), have at least 5 strategic planning project performances of provincial state-owned enterprises or affiliated secondary companies. Note: ① Provincial state-owned enterprises shall be queried on the websites of the provincial state-owned assets commission or the people's government, and corresponding website query screenshots shall be provided in the response documents. If it is a secondary company affiliated with a provincial state-owned enterprise, a screenshot of the equity query website shall also be provided. If the provided screenshot cannot reflect the evaluation information, the performance will not be recognized. ② Performance contracts must be provided in the response documents. If the information required for evaluation cannot be reflected in the contract, owner certificates or other supporting materials must be supplemented, otherwise the performance will not be recognized. (3) Minimum requirement for key personnel: 1 project leader, Having the following qualifications: Within the past 5 years (referring to January 1, 2020 to the deadline for submitting response documents, based on the time of contract signing), having at least 2 individual achievements as project leaders in completing strategic planning preparation for provincial state-owned enterprises or affiliated companies. Requirements for other personnel of suppliers: There should be no less than 3 project resident personnel, of which at least 2 resident personnel should participate as key team members in the strategic planning preparation performance of provincial state-owned enterprises or affiliated companies. Note: ① Provincial state-owned enterprises should be queried on the websites of the provincial state-owned assets commission or the people's government, and corresponding website screenshots should be provided in the response documents. If it is a second level company belonging to a provincial state-owned enterprise, screenshots of the equity query website should also be provided.
