Qualification Requirements for Bidders 3.1 Bidders shall be established in accordance with the law and meet the following conditions to undertake this bidding project: 3.1.1 Qualification Requirements for Bidders: have a valid business license, have a valid third level or above qualification for general contracting of construction projects, and have a valid safety production license. 3.1.2 Project Manager Requirements: (1) Possess a second level or higher registered constructor in the field of construction engineering. (2) Possess a safety production assessment certificate (B certificate) issued by the housing and urban-rural development department.
