Huizhou Port East Ma Port Area Donglian Operation Zone CNOOC Logistics Base Phase I Terminal Hazardous Chemicals Berth New Cargo Dangerous Goods Port Operation Project Construction Unit: CNOOC (Huizhou) Logistics Co., Ltd. Construction Location: No. 9 Binhai 12th Road, Xiayong Petrochemical Avenue, Daya Bay Environmental Impact Assessment Agency: Shijiazhuang Changfeng Environmental Engineering Co., Ltd. Project Overview: The project utilizes Phase I Terminal Hazardous Chemicals Berth 6 # to increase the transportation of dangerous goods, including Class 1: explosives, Class 2: gases, Class 7: radioactive substances, and Class 9: miscellaneous hazardous substances and goods. The annual loading and unloading volume of dangerous goods at berth 6 is approximately 31933.004 tons (gross weight) and 3262.862 tons (net weight), while the throughput of ordinary goods (offshore oil and gas extraction machinery and equipment, pipes, platform living materials, etc.) has been correspondingly reduced. Therefore, the total throughput of the first phase terminal remains unchanged at 720000 tons. The project relies on the existing facilities of berth 6 for dangerous goods loading and unloading operations, and does not involve other engineering construction such as dock hydraulic structures. The company has developed a hazardous chemical loading and unloading ship operation manual, which ensures safety and environmental protection management. The loading and unloading of hazardous chemicals on ships shall be carried out directly by vehicles and ships, which means that ordinary goods shall be loaded first and hazardous chemicals shall be loaded later during loading. Vehicles transporting hazardous chemicals to sea are waiting for notification of operation, and they enter the dock in sequence during loading. The ships will depart immediately upon loading. When unloading the ship, the dangerous goods are unloaded first, and the dangerous goods vehicles wait for the operation notice to enter the dock in sequence. The hazardous chemicals are unloaded, loaded, and left immediately. Regardless of loading or unloading, hazardous chemicals are not detained at the forefront of the dock. Main environmental impacts and measures to prevent or mitigate adverse environmental impacts: 1. Environmental impact analysis and evaluation. This project utilizes the existing 6 # berth to increase the variety of operations and the existing facilities of the dock. The construction period does not involve any construction content, so it does not involve the generation and emission of pollutants during the construction period. (1) The project utilizes existing berths to increase the transportation of hazardous goods related to oilfield chemicals, without involving the construction of hydraulic structures.
