The bidding announcement (post qualification review) for the 10kV and 0.4kV electricity project of Suyu District Experimental School, with bidding number E321301031310832800600001, has been approved for construction by Suqian Yumei Industrial Development Co., Ltd. The construction of the 10kV and 0.4kV electricity project of Suyu District Experimental School has been approved by Suyu Xingshen (2024) No. 59, with self raised funds and a contribution ratio of 100%. It has been implemented. The project has met the bidding conditions. We are now conducting a public bidding for the 10kV and 0.4kV power supply projects of the Suyu Experimental School and selecting the winning bidder. 1. Project Overview and Bidding Scope 1.1 Project Location: Suyu District (east to Huangpu River Road, west to Qingdi, south to Qingdi, north to Lushan Road) 1.2 Project Scale: Approximately 15 million yuan 1.3 Construction Period: 70 calendar days, planned start and completion time:/1.4 Quality Requirements: Qualified 1.5 Payment Time and Method of Progress Payment: 10% of the contract price shall be paid as advance payment after the contract is signed (Party B shall provide equal advance payment guarantee, which can be in the form of a bank guarantee); When 50% of the total project quantity is completed, 80% of the qualified project quantity price shall be paid,; After the completion and acceptance of the project, 80% of the price for the qualified quantity of the completed project shall be paid; 97% of the audit settlement price shall be paid after the completion acceptance and audit of the project; The remaining balance will be paid in full (interest free) after the expiration of the defect liability period. All payments do not include provisional amounts. Note: Before each payment, the contractor shall provide a value-added tax special invoice that complies with legal regulations. Otherwise, the employer has the right to refuse payment and shall not be liable for breach of contract. 1.6 This bidding project is divided into one section. The division of sections and corresponding bidding contents are as follows: The 10kV and 0.4kV electrical engineering of Suyu Experimental School mainly includes transformers, high and low voltage cabinets, cables, power ducts, civil engineering in the distribution room, etc. Please refer to the bill of quantities and construction drawings for details. 2. Qualification review method: This project adopts post qualification review for bidding, and the qualification review method is the qualified system. 3. Evaluation Method: This project adopts the evaluation method: reasonable low price method; Bid price (100 points): At the bid opening, the tenderer shall randomly select one of the following two methods to determine the evaluation criteria for the bid price: Method 1: The arithmetic mean of the evaluation prices of all bid documents entering the evaluation is taken as A (when the number of bid documents entering the evaluation is ≥ 7, the highest and lowest 20% are removed (rounded to the nearest whole, and the last bid with the same price is retained) and then averaged; When 4-6 bidding documents are included in the evaluation process, the highest bid (those with the same highest bid are excluded) is removed and the arithmetic mean is calculated; When the number of bidding documents entering the evaluation process is less than 4, the second lowest bid will be taken as the average bid price A. The evaluation benchmark price is A × K, and the K value is randomly selected by the tenderer at the bid opening. The range of K values is 95%, 96%, 97%, and 98%. Method 2: Take the arithmetic mean of the evaluation prices of all bidding documents entering the evaluation as A (when there are ≥ 7 bidding documents entering the evaluation, remove the highest and lowest 20% (rounded to the nearest whole) and take the average; When 4-6 bidding documents enter the evaluation process, the highest bid will be excluded (those with the same highest bid will be excluded)
