Contact address: Building 7, Citizen Service Center, No. 31 Sanxin North Road, Jiangbei, Huizhou City, postal code 516001 Contact phone number: 0752-2167968 Hearing notice: According to the Administrative Licensing Law of the People's Republic of China, within five working days from the date of public announcement, applicants and interested parties may apply for a hearing on the approval decision of the environmental impact assessment documents for the following construction projects. Project Name: Huizhou Xingyuan Ranch Co., Ltd. Meat Duck Breeding Demonstration Zone New Project Construction Unit: Huizhou Xingyuan Ranch Co., Ltd. Construction Location: Xiacunba Group, Nanxi Village, Gongzhuang Town, Boluo County Environmental Impact Assessment Agency: Beijing Guohuan Jianbang Environmental Protection Technology Co., Ltd. Project Overview: Located in Xiacunba Group, Nanxi Village, Gongzhuang Town, Boluo County. The total investment is 100 million yuan, including an environmental protection investment of 10 million yuan, covering an area of about 279000 square meters, with a livestock house and supporting facilities area of 111000 square meters. The project mainly constructs breeding grounds for adult ducks, ducklings, and other supporting facilities. Breeding and stocking 600000 ducks, with 9 batches sold annually, and an estimated total of 4.8 million ducks sold annually. In addition, 9636 tons of organic fertilizer were produced by fermenting self-produced duck manure. Main environmental impacts and measures to prevent or mitigate adverse environmental impacts: 1. Wastewater mainly includes domestic sewage and aquaculture wastewater, with a total production of approximately 25.20m3/d. After being treated by a self built sewage treatment plant to meet the maximum allowable daily discharge concentration of water pollutants in intensive livestock and poultry breeding industry in the Pearl River Delta standard value of Guangdong Province's "Pollutant Discharge Standards for Livestock and Poultry Breeding Industry" (DB44/613-2024) and the "Dry Land Crops" standard value of the "Irrigation Water Quality Standards for Farmland" (GB5084-2021), the wastewater will be used for irrigating forest land within the red line of the project and will not be discharged into the water environment. The proposed pollution prevention and control measures include: (1) using drip irrigation for irrigation; (2) According to calculations, the water demand of forest land in the field is greater than the amount of wastewater generated, and the land carrying capacity is much greater than the total amount of nutrients in irrigation water. (3) Build one 650m3 storage tank that can store irrigation water for 30 days. (4) Set up ecological ditches and plant buffer zones around irrigated forests to prevent irrigation water from overflowing and polluting other areas. 2. The exhaust gas mainly comes from the odor of duck houses, sewage treatment plants, fermentation tank areas, and harmless integrated equipment. After comprehensive measures such as optimizing feed, using dry manure removal technology, installing deodorizing water curtains, spraying deodorizing liquids, strengthening hygiene management of the duck farm, controlling feeding density, and enhancing greening of the farm area, the foul odor gas from the duck house is discharged unorganized. The foul odor in the fermentation tank area is systematically discharged after being treated by a "spray+adsorption" deodorization tower. The high-temperature steam generated by the harmless treatment integrated equipment is discharged in an organized manner after being treated with "spraying+adsorption" together with the odor from the fermentation tank.
