Tender Notice for Comprehensive Measures for Collision Avoidance of Existing Bridges under Complex Navigation Conditions in the Renovation and Expansion Project of Nansha to Zhuhai Section of Guang'ao Expressway [Paper Bid] Investment Project Code 2102-442000-04-01-699892 Investment Project Name for the Renovation and Expansion Project of Nansha to Zhuhai Section of Guang'ao Expressway Tender Project Name for the Renovation and Expansion Project of Nansha to Zhuhai Section of Guang'ao Expressway Comprehensive Measures for Collision Avoidance of Existing Bridges under Complex Navigation Conditions Bid Section (Package) Name for the Renovation and Expansion Project of Nansha to Zhuhai Section of Guang'ao Expressway The nature of the research notice is normal, the qualification review method is qualified, and the bidding project implementation (delivery) location is Guantang Village, Nanlang Town, Zhongshan City, Guangdong Province. The funding source is self raised by the enterprise, The source of bank loan funds constitutes a project investment ratio of no less than 35% self raised by the enterprise, with the rest being within the scope and scale of bank loan bidding. This project involves a large number of bridge reconstruction and expansion projects, involving more than 30 super large bridges, major bridges, medium bridges, and small bridges, spanning 11 waterways (3 Class I waterways), with a large volume and high tonnage of ships, and high requirements for waterway safety and flood control. Multiple bridges were constructed earlier and have been in operation for a longer period of time. This project was completed and opened to traffic in 1999, and has been in operation for more than 20 years. With the aging of the old bridge and the implementation of new design standards for domestic bridges, the trend towards larger ships, and the existing bridge's anti collision measures, it is difficult to meet the requirements of the new standards. On December 16, 2020, the General Office of the Ministry of Transport, the Comprehensive Department of the National Railway Administration, and the General Office of the China Railway Group jointly issued the "Notice on Issuing the Three Year Action Plan for the Management of Ship Collision Bridge Hazards" to carry out hazard investigation work on existing bridges, and clarify the need to take rectification measures to reduce bridge operation hazards, which will be implemented simultaneously with project renovation and expansion. The notice also requires that the anti-collision standards of bridges be based on the "Code for Design of Highway Bridge Anti Collision". However, based on the actual situation, if all bridge piers in this project meet the latest standards as the minimum requirement, the investment in collision prevention costs is undoubtedly enormous. Therefore, it is necessary to conduct research around the above-mentioned issues. This study is based on the renovation and expansion project of the Guangzhou Zhuhai section of the Guangzhou Macau Expressway. Based on the actual needs of ship collision prevention for bridges in the renovation and expansion project, key technologies such as the structure of the bridge itself, the current status of navigable ship types, and the standards for ship collision force are systematically studied to explore the necessity of existing bridges in meeting current bridge regulations, make up for the shortcomings of existing research, and significantly improve the ship collision prevention performance of highway renovation and expansion bridges. This is of great significance for ensuring the safety, practicality, and promotion and application of bridges in construction projects. Bidding content (1) Research on comprehensive measures for preventing ship collisions on existing bridge piers, comprehensive sorting and on-site investigation of hidden dangers and risk points in this project, specifically including ship traffic conditions, meteorology, navigation channels, hydrology, technical status of existing bridges, existing navigation channels, maritime management measures, history, collision events, etc. Identify the main hidden dangers and analyze the degree of risk. Based on a comprehensive and systematic analysis of the advantages and disadvantages of adopting different strategies for renovation and improvement, considering the comprehensive measures to reduce the risk of ship collision with bridges, and providing scientific and reasonable solution suggestions for each bridge
