Both domestic and foreign legal persons, natural persons, and other organizations in the People's Republic of China are eligible to apply to participate. The applicant should apply separately. Other requirements that the applicant should meet: Any natural person, legal person, or other organization within or outside the territory of the People's Republic of China (except as otherwise provided by law) may apply to participate in the bidding. Applicants apply separately and joint applications are not accepted.
