Bidding Conditions: The 2025 Central Reservoir Resettlement Support Fund Project and the Industrial Support and Solar Street Lamp Installation Project in Taohuaping Village, Panlong Town, Baota District of this bidding project have been approved for construction by Yan Shi Shui Gui Ji Fa [2025] No. 27. The funding source is the 2025 Central Reservoir Resettlement Support Fund, which has been basically implemented. The bidder is the Yan'an Baota District Soil and Water Conservation Work Team, and the bidding agency is Shaanxi Pengze Project Management Co., Ltd. The project has met the bidding conditions and is now open for bidding. 2. Project Overview and Bidding Scope: This project is divided into one construction project for bidding. The main construction content of the construction project is to build three new production bridges using reinforced concrete simply supported slab bridges. 1 # Production Bridge has a bridge deck width of 3.0m and a span of 6.0m; 2 # Production Bridge has a bridge deck width of 3.0m and a single span of 8.0m, with a total length of 16m; 3 # Production Bridge has a bridge deck width of 3.0m and a span of 8.0m. The orchard irrigation area is 20.12 acres, and the irrigation system design flow rate is 2.5m3/h. This project is designed for sprinkler irrigation, laying a field water distribution network with 135 meters of main pipes and 713 meters of branch pipes, using DN40PE pipes and DN25PE pipes respectively, supporting 36 water supply hydrants, and 7 valve wells. Install 65 solar street lights, located on Panxia Road and in concentrated areas of farmers' residences. The street lights are spaced 30-35m apart and have a pole height of 8 meters. Q235 structural steel round diameter one-time forming and pulling poles are used. 3. Qualification Requirements for Bidders 3.1 Construction Bidders must possess a third level or higher qualification for general contracting of water conservancy and hydropower engineering construction, a safety production license issued by the construction administrative department, and similar construction experience. Management personnel must possess a safety production assessment certificate issued by the water administrative department. The project manager must have the qualification of a second level construction engineer or above in the field of water conservancy and hydropower, be an employed employee of the unit who has paid social security, provide proof of social security payment in the past year (relevant proof should be provided for those who are not required to pay social security according to law), and not serve as a project manager for other ongoing projects. Enterprise leaders, project managers, and full-time safety managers must possess safety production assessment certificates issued by relevant water administrative departments.
