The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: The 500000 kW offshore wind power project of Hainan Dongfang CZ8 site is located in the sea area of Gancheng Town in the southwest of Hainan Province. The offshore distance of the site center is about 12km, the water depth is about 12m-26.5m, the east-west width of the site is 7.5km, the north-south length is 10.8km, and the area is about 79.7km2. The planned capacity of the wind farm is 500MW. The generated energy of the wind farm is collected through a 66kV collection line (a total of 8 circuits) to the 220kV offshore substation, and after being boosted to 220kV by the main transformer, it is sent out through 2 circuits of 220kV submarine cables and connected to the onshore control center. It is tentatively connected to the system through 1 circuit of 220kV overhead line. Stand up. The total construction period of the project is 12 months. 2.1.2 Bidding Scope: The main work content of this consulting service (but not limited to): 1) Special consultation on the upper module of offshore booster stations, providing consulting suggestions on quality control, safety management, and other aspects of offshore booster station processing, manufacturing, transportation, and on-site installation. 2) Special consultation on offshore engineering construction provides consulting suggestions on the construction of offshore wind turbine foundations and offshore booster station foundations, submarine cable laying construction, construction management, quality control, construction technology, safety management, and other aspects of wind turbine installation. 3) Provide consultation suggestions on the construction quality control and safety management of internal electrical equipment installation and commissioning in offshore boosting stations and onshore centralized control centers for the launch of live special consultation. 4) Special consultation on the construction quality control and safety management of wind turbines, sea land cables, and wind farms before the start-up and grid connection of offshore wind turbines and the commissioning of submarine cables. 2.1.3 Service Period: From the effective date of this contract until the completion of this project, that is, the full capacity grid connection of the 500000 kW offshore wind power project at Hainan Oriental CZ8 site. 2.1.4 Quality Requirements: In accordance with the requirements of Party A, and in accordance with relevant laws, regulations, acceptance procedures, and standards for power construction projects, provide engineering technical consulting services for the construction process of this project.
