The negotiation expert group recommended the company with the highest bid as the first candidate for winning the bid. Due to the invoicing requirements proposed by the winning candidate violating the relevant regulations of the hospital's financial system, the asset scrapping disposal negotiation project will be treated as a scrapped bid.
