Tender Conditions: The Xinbao Township Modern Agricultural Park Renovation and Upgrading Project has been approved for construction by the Yangyuan County Data and Government Service Bureau with the approval of Yangshuzhengpi [2025] No. 90 and Yangxingshenjian [2025] No. 84. The project owner is the People's Government of Xinbao Township, Yangyuan County, and the construction funds come from financial linkage funds and county financial supporting funds. The project contribution ratio is 100%, and the tenderer is the People's Government of Xinbao Township, Yangyuan County. The project has met the bidding conditions and is now open for bidding for construction. 2. Project Overview and Bidding Scope 2.1 Project Overview: Construction Content: The total land area of this project is 50 acres, with a total construction area of 26174.80 square meters, including 25810.80 square meters of winter heating shed, 104 square meters of cold storage, 260 square meters of sorting workshop, 4400 square meters of reinforced concrete pavement, 600 meters of PE pipe main pipeline and 4000 meters of branch pipeline for water supply network, 10 drainage wells, 200 meters of YJLV4 * 50 main cable and 1000 meters of YJLV4 * 4 branch cable for power supply line. Construction location: Pozhaizi Village, Xinbao Township, Yangyuan County, Zhangjiakou City, Hebei Province. Planned construction period: from the date of signing the contract to completion before September 30, 2025. Quality requirement: Qualified. 2.2 Scope of Tender: Xinbao Township Modern Agricultural Park Renovation and Upgrading Project (all contents included in the Bill of Quantities). 3.1.2 Qualification requirements for project leader: The proposed project manager must have the qualification of a second level registered constructor or above in the field of construction engineering, and possess a valid safety production assessment certificate (Class B); And have not served as project managers for other ongoing construction projects. 3.1.3 Financial Requirements: Bidders must have the financial capability to fulfill the contract (provide a commitment letter and assume legal responsibility for its authenticity). 3.1.4 Credit Requirements: The "National Enterprise Credit Information Publicity System" has not been included in the list of abnormal business operations and serious illegal and dishonest enterprises, and "Credit China" has not been included in the list of dishonest persons subject to enforcement and major tax illegal and dishonest entities. 3.1.5 Other requirements: If the unit leader is the same person or if there is a controlling or management relationship between different units, they shall not participate in bidding for the same section or bidding for the same bidding project without dividing the section.
