The funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: The railway dedicated line project of Guoneng Sichuan Tianming Power Generation Co., Ltd. is located in Tianming Village, Shuanghe Town, Jiangyou City, Sichuan Province. Shuanghe Town is about 3km west of the plant site, and the southwest of the plant site is about 13km away from the planned boundary of Jiangyou City in a straight line, and about 20km away from the center of Jiangyou City in a straight line. The railway dedicated line is connected at Shuanghekou Station and belongs to Class III railway. The main line of the section is a single track with a limited slope of 13 ‰, a minimum curve radius of 300 meters, a traction rating of 4200/4500, and a traction type of locomotive traction. The effective length of the dedicated line's arrival and departure tracks is 850 meters, and the block type is automatic inter station block. The interval line relief line is led out from the right side of the Chengdu end of the Baocheng Line, passes through the No. 3 tunnel at Puxi Village Group 10, and extends southward. When it reaches the Baocheng Line, it crosses the Baocheng Line and Zhongyan Road on an elevated bridge and continues to extend. When it reaches Shuilu Village Group 3, it merges with the main line of the interval line, passes through the No. 2 tunnel, and extends to the enterprise station. The route is 2.611 kilometers long. The main line of the interval line is led out from the left side of the Chengdu end of the Baocheng Line, passes through Tunnel 1 in Fenshui Village, extends southward, crosses the highway bridge (Zhongyan Highway), and continues eastward until it merges with the interval line relief line at Group 3 of Fenshui Village. After passing through Tunnel 2, it extends to the enterprise station. The route is 4.106 kilometers long. The railway dedicated line of this project has a total length of 10.213 kilometers and 14 sets of turnouts. There is one railway bridge, 31 culverts, one frame bridge, one cross line highway bridge, one cross line pedestrian overpass, and three tunnels in total. One flood discharge channel and two new unloading lines under construction (one heavy vehicle line and one empty vehicle line, expected to be completed before September 30, 2025, with an effective length of 880m). 2.1.2 Scope of bidding: The scope of shunting operation services includes the shunting operation of the client's railway dedicated line and the use of shunting machines. The specific scope of work is detailed in the "Technical Specifications" of the bidding documents.
