In recent years, Wan'an County has deeply implemented the work requirements of promoting the "rural main construction, farmer main body" farmland construction model at the national and provincial levels, actively guiding collective economic organizations and labor force in project areas to participate in high standard farmland project construction, improving project approval mechanisms, construction management mechanisms, and quality supervision mechanisms, and exploring the practice of "government led, village main body, co construction and sharing" farmland construction to inject strong momentum into rural revitalization. Establish a sound project approval mechanism and ensure the "source control". One is scientific argumentation. Develop and issue the "Work Plan for the 2024 Pilot Project of Agricultural Construction Mode Innovation in Wan'an County, Replacing Relief with Work", which specifies three standards: project investment of less than 2 million yuan, good foundation of mass work, and active participation in project construction. Based on field research, holding seminars, and clarifying project feasibility, organize and implement the project. The second is demand screening. Based on the employment needs of local farmers and the high standard farmland construction plan, we will promote the village committee to submit a written application to the township for the village collective to undertake project construction through village autonomy. After being approved by the county leadership group meeting, we will initiate and approve the innovative pilot project of high standard farmland construction mode through work for relief. Seven project villages, including Jianfeng Village in Furong Town and Zoujiang Village in Lutian Town, will be selected. The third is risk prediction. During the project design phase, public opinions were fully solicited, and during the construction period, the participation of local residents was emphasized. All conflicts and disputes during the construction process of the 7 projects were resolved in the village groups. For example, in order to reduce disputes, Jianfeng Village in Furong Town innovatively implemented the "drawing based land distribution" method, which means that the completed project area is transferred to large-scale planting households, and only the land is distributed to households on the drawings. The masses receive transfer rent based on the area, and the construction and management results are significantly improved. Establish a sound construction management mechanism and ensure efficiency. One is to strengthen operational management. Highlighting the villagers as the main body, adhering to the overall planning and coordination of the village committee, seven working groups have been established for mechanical management, material procurement, financial management, and labor management. Water conservancy personnel with strong business capabilities have been hired to guide the construction process, clarify the division of responsibilities, and be responsible for daily construction supervision, material procurement, labor management, salary payment, etc., to ensure efficient project management and orderly progress. The progress of the project village project is one and a half months ahead of the contractually agreed upon schedule. The second is to strengthen business guidance. Arrange dedicated personnel to provide full process and comprehensive business guidance, hire a third party to conduct project acceptance, ensure high-quality implementation of the project, and successfully complete project acceptance. Conduct a full process audit of the project in accordance with audit requirements, provide timely guidance and suggestions, and promote the standardized operation of the project. The third is to strengthen the linkage between agriculture and rural areas. According to the requirements of "using manual labor as much as possible without using machinery, and organizing local people to work as much as possible without using professional construction teams", we will implement policies such as organizing people to work and conducting employment skills training to replace work for relief. Priority will be given to absorbing poverty-stricken populations, monitoring objects to prevent poverty from returning, populations in need of disaster relief, relocated poverty alleviation groups, and labor force unable to work outside due to force majeure such as natural disasters. The project construction has attracted more than 350 local residents to work, with an average income increase of 8500 yuan per village worker and 157000 yuan per village collective.
