Announcement Content: Pre qualification Announcement for Construction Bidding of the Riverside Space Enhancement Project of the Three Major Buildings in the Beijing Urban Sub center 1. Bidding Conditions: The Riverside Space Enhancement Project of the Three Major Buildings in the Beijing Urban Sub center has been approved for construction by the Beijing Municipal Development and Reform Commission under the approval of Jing Fa Gai (Shen) [2025] No. 178. The tenderer is Beijing Urban Sub center Investment and Construction Group Co., Ltd., and the construction funds come from government investment, with a project investment ratio of 100%. The bidding agency is Beijing Zhongcheng Zhengxin Engineering Consulting Co., Ltd. The project has met the bidding conditions and is now open for bidding. We cordially invite potential bidders (hereinafter referred to as the applicants) who are interested to submit pre qualification applications. 2. Project Overview and Bidding Scope 2.1 The construction site of this project is within the scope of the Grand Canal Forest Park in Tongzhou District, extending west to the East Sixth Ring Road, north to the North Canal, south to the Urban Green Heart Park, and east to the North Canal Bridge. 2.2 The construction scale of this project is approximately 299600 square meters. 2.3 The total planned investment is 642.743 million yuan. 2.4 The construction period of this project requires 291 calendar days. 2.5 The bidding scope of this project mainly includes but is not limited to all the contents shown in the construction drawings of greening engineering, courtyard engineering, landscape architecture engineering, electrical engineering, water supply and drainage engineering, and demolition and relocation engineering. 2.6 Other/Distinguishing between Pre Qualification and Post Qualification 3. Applicant Qualification Requirements 3.1 The applicant must be a legally registered legal entity within the territory of the People's Republic of China, possess a valid business license and be in a normal state of operation, and have the ability to undertake bidding projects; 3.2 The project leader to be assigned for this project shall have corresponding on-site management experience and professional technical capabilities; Not serving as a project leader in other ongoing construction projects; 3.3 Have at least one similar landscaping project performance in recent years; (The performance is based on the performance and other information entered by the Beijing Garden and Greening Construction Market Credit Information System.) (If necessary) Whether there is performance that leads to different serial numbers for distinguishing between pre qualification and post qualification review. 3.4 Have a performance of at least one comprehensive garden and greening project with a completion price of 18 million yuan or more in recent years that is similar to a garden and greening project; (The performance shall be based on the performance information published in the Beijing Garden and Greening Construction Market Credit Information System.) 3.5 The applicant is not in a state of being ordered to suspend business, having their assets taken over or frozen, or being in bankruptcy; 3.6 The applicant's bidding qualification has not been cancelled, and there have been no fraudulent bid winning, serious breach of contract, major engineering quality, safety or other issues in the past three years. 3.7 This bidding does not accept consortium bidding. For consortium bidding, the following requirements must be met: (1) Each party of the consortium must sign a consortium agreement in the format provided in the bidding documents, clarifying the rights and obligations of the consortium leader and each party; (2) Each party of the consortium shall not independently or join any other consortium in their own name
