Effective objections should meet the following conditions: 1. The objector should be a participant in the procurement activities of this project or an interested party of this project; 2. Objections should be raised during the procurement result announcement period; 3. The real name and valid contact information of the objector. Non national energy e-procurement platform registered suppliers should have their legal representative or authorized representative sign and affix their official seal; 4. Clearly specify the purchase order name, purchase number, purchasing agency, and purchaser for the disputed project; 5. Basic facts, valid clues, and relevant supporting materials for raising objections. 7、 If the complainant is not satisfied with the response to the objection, or believes that the procurement activity does not comply with national laws and regulations and the regulations of the National Energy Group Corporation, they may file a complaint within 10 days from the date they knew or should have known. (1) Effective complaints should meet the following conditions: 1. The complainant is a participant in the procurement activities of this project or has an interest in this project; 2. Objections have been raised in accordance with the law and regulations before filing a complaint against the procurement results; 3. The content of the complaint letter complies with regulations; 4. Within the validity period of complaint acceptance; 5. The same complaint has not been handled by the disciplinary inspection and supervision agencies or petition departments of the National Energy Group and its subsidiaries. (2) The complaint letter should include: 1. Purchase number, project name, and name of the complained party; 2. The complainant's name, authorized representative (if required), power of attorney (if required), and contact information; 3. The response to the objection and relevant supporting documents should be attached; 4. Specific and clear complaint issues, as well as complaint requests and claims related to the complaint issues; 5. Factual basis, legal basis, valid clues, and relevant supporting materials; 6. Chinese translation of foreign complaint materials (if any); 7. If the complainant is a legal entity, the complaint
