1. Bidding conditions: The intelligent transformation project of Qinbin Expressway and Haibin Avenue toll station has been approved for construction. The project owners are Tianjin Haibin Avenue Construction and Development Co., Ltd. (hereinafter referred to as the Avenue Company) and Tianjin Binhai New Area Expressway Investment and Development Co., Ltd. (hereinafter referred to as the Expressway Company). The construction funds are self raised, with a contribution ratio of 100%. The bidder is Tianjin Haibin Avenue Construction and Development Co., Ltd. The project has met the bidding conditions and is now open for bidding for its construction. 2. Project Overview and Bidding Scope 2.1 Project Overview Qinbin Expressway (G0111) has a total length of 113.4km, with 91 bridges along the line, covering an area of approximately 1.76 million square meters (including ramp bridges, overpass bridges, and high-speed line external bridges). Among them, there are 16 super large bridges, 64 large bridges, 9 medium bridges, and 2 small bridges. The total length of Haibin Avenue is 20.369km, with a total of 6 bridges (including ramp bridges) along the route, covering an area of approximately 400000 square meters. Among them, there is one super large bridge, three large bridges, one medium bridge, and one small bridge. The range of station numbers for the Qinbin Expressway connecting line (route number: S85) is K0+000 to K4+531, with a total length of 4.531km. 2.2 Bidding Scope and Work Content This bidding is divided into one section, mainly including the intelligent transformation project of Lingang Toll Station, Yongding Xinhe Toll Station, Central Fishing Port Toll Station, Guangang Toll Station, Huanggang Toll Station, Western New City Toll Station, Jiudajie Toll Station, Hangu West Toll Station, and Hangu East Toll Station. The Lingang toll station adopts an integrated intelligent transformation: equipped with entrance and exit robots, ETC special situation terminals at the exit, smart lane multifunctional machines, lane indicator screens, lane light strips, cloud customer service seats, station level hyper integrated machines, and replaced with new toll booths. Yongding Station is considering converting one exit lane into an entrance lane, adding lanes and considering smart lane integrated machines. One set of entrance robots and four sets of exit robots will be installed (including two new sets, one for the old station and one for the relocation from Lingang Station), and five sets of weighing equipment, cloud seats, and hyper integrated machines will be replaced at the entrance. Guangang Station: Add one entrance lane (equipped with ordinary lane equipment), set up two sets of entrance robots and one set of exit robots. The central fishing port has added 1 in and 1 out robot, Huanggang has added 1 entrance robot, Hangu East, Hangu West, and Jiu Street have added 1 exit robot, and the Western New City has added 2 exit robots. (Please refer to the drawings and bill of quantities for details) The bidding owners for this tender are Highway Company and Avenue Company. After winning the bid, the winning bidder needs to sign contracts with Avenue Company and Highway Company respectively. 2.3 The planned construction period is from July 1, 2025 to December 31, 2025. A total of 184 calendar days. 3. Qualification Requirements for Bidders 3.1 This bidding requires bidders to have a valid business license and also possess a first-class qualification for specialized contracting of highway traffic engineering (highway mechanical and electrical engineering sub items) issued by the competent construction administrative department during the validity period. In the past 5 years (from May 1, 2020 to the deadline for bidding), they must independently complete at least one highway mechanical and electrical engineering construction performance, with qualified engineering quality, and have qualified personnel, equipment, and resources
