Inquiry Announcement 1 Procurement Conditions: The purchaser, Hunan Zhongnan Hydropower and Water Conservancy Engineering Construction Co., Ltd., has undertaken the survey work of Hunan Anren Pumped Storage Power Station. In order to do a good job in the reclamation and greening of the temporary land for the exploration project's adit, the purchaser intends to conduct a public inquiry and procurement for the "Reclamation and Greening of the Temporary Land for the Exploration adit of Hunan Anren Pumped Storage Power Station Exploration Project". 2 Project Overview and Procurement Scope 2.1 Project Overview The Anren Jinzixian Pumped Storage Power Station is located in Jinzixian Town, Anren County, Chenzhou City, with a total investment of about 8 billion yuan and a planned installed capacity of 1.2 million kilowatts. The annual peak load capacity can reach 1.755 billion kilowatt hours. The exploration cave is located within the Cambrian carbonaceous shale and quartz sandstone rock mass, with generally good engineering geological conditions. At present, the exploration project of Anren Pumped Storage Power Station in Hunan has completed the excavation of the adit, and the waste is temporarily stored in a temporary waste disposal site near the adit entrance. After coordination with the Natural Resources Bureau of Anren County, the Town Government, and the Town Land and Resources Office, the Natural Resources Bureau has commissioned a third-party unit to transport the tunnel slag stored in the temporary waste disposal site at the entrance of the Pingdong tunnel to the government designated waste disposal site. After the transportation of tunnel debris is completed, land reclamation and greening work still needs to be completed within the temporary land use area. 2.2 Procurement Scope: The scope of this inquiry is the temporary land reclamation and greening of the factory building adit of Hunan Anren Pumped Storage Power Station Exploration Project. The main work includes but is not limited to: 1) Temporary land reclamation and greening: passenger topsoil, removal and cleaning of temporary facilities on site, leveling of reclamation and greening land, backfilling of passenger soil, construction of retaining walls, compensation for temporary land (green seedlings), rental of tunnel slag transfer site, maintenance of rural cement roads, bridge maintenance, crop planting, tree planting, evaluation of farmland quality level, on-site coordination and management, etc. 2) Organize the completion acceptance of reclamation and greening: completion measurement, preparation of completion acceptance report, organization of soil testing and soil profile inspection; Regarding the addition of paddy field plots, prepare a report on the evaluation of farmland quality grades, apply for completion acceptance materials, organize government departments and experts to conduct engineering reviews, completion acceptance, etc. 2.3 Plan Schedule 2.3.1 In order to meet the construction schedule requirements for the temporary land reclamation and greening of the Pingdong exploration project of Hunan Anren Pumped Storage Power Station, the progress requirements for the temporary land reclamation and greening are as follows: the reclamation and greening must be completed within 45 working days after the contract is signed and must pass the acceptance of the Natural Resources Bureau and relevant units. 2.3.2 The purchaser reserves the right to pursue the construction unit for breach of contract and the corresponding losses caused thereby. 3 Qualification Requirements for Bidders 3.1 Qualification: Registered with the Ministry of Industry and Commerce of the People's Republic of China, an independent legal entity, and completed the entry of qualified suppliers in the purchaser's unit. 3.2 Qualification requirements: 3.2.1 The bidder must have similar achievements in reclamation and greening. 3.3 This inquiry does not accept consortium quotations. 3.4 Bidders are not prohibited from bidding under the Tendering and Bidding Law of the People's Republic of China or the Implementation Regulations of the Tendering and Bidding Law of the People's Republic of China.
