Tender Announcement for the Water Supply Renovation Project of Wuyi Village, Machanzi Township, Hunchun City in 2025 (Qualification Review) Tender Project Number: JLCX [2025] -05-GC031. Tender Conditions This tender project has been approved for construction by the Development and Reform Bureau of Hunchun City in document No. [2025] 40. The tenderer (project owner) is the People's Government of Machanzi Township, Hunchun City. The construction funds come from government investment and self raised projects that meet the tender conditions. The construction of this project is now open for bidding. 2. Project Overview and Bidding Scope 2.1 Project Name: Water Supply Renovation Project of Wuyi Village, Machanzi Township, Hunchun City in 2025; 2.2 Construction Site: Wuyi Village, Machanzi Township, Hunchun City; 2.3 Construction scale: Water source renovation project: adding 1 set of water treatment equipment, 1 set of deep water well equipment, 2 submersible pumps and related ancillary facilities in the original comprehensive building; Construct a 96 meter fence and 1 iron gate. Water pipeline project: The total length of the renovated water pipeline network is 14963.1 meters, including 1504 meters of PE pipes (DN90), 355 meters of PE pipes (DN63), 6425.1 meters of PE pipes (DN32), 6679 meters of PE pipes (DN25), and 3 maintenance wells. Road demolition and restoration of 1656.34 square meters, drainage ditch demolition and restoration of 70.69 cubic meters, and construction of other related ancillary facilities; 2.4 Bidding content and scope: All contents included in the bill of quantities and construction drawings; Division of Section 2.5: One section, namely Section 01; 2.6 Construction period: 153 calendar days, planned start date: June 30, 2025, planned completion date: November 30, 2025; 2.7 Engineering Quality Requirements: Qualified projects that comply with the current national construction quality acceptance standards. 3. Qualification Requirements for Bidders 3.1 This bidding requires bidders to possess a Level 2 or higher qualification for general contracting of municipal public works construction issued by the competent construction administrative department, and to have corresponding construction capabilities in terms of personnel, equipment, funds, etc; The bidder has a good financial condition in the past three years (2022, 2023, 2024) and must provide a financial audit report audited by an accounting firm (for newly established companies, the audit report for the nearest year should be provided, and for companies established in 2025, a bank credit certificate can be provided); Bidders who have lawfully paid taxes and good social security funds within the past six months must provide scanned copies (or photocopies) of relevant proof materials stamped with official seals. Among them, the bidder intends to appoint a project manager who must possess the professional qualification of registered construction engineer at the second level or above in municipal public works, have a valid safety production assessment certificate (or provide a screenshot of the inquiry network in accordance with the requirements of Jilin Provincial Department of Housing and Urban Rural Development Jijianban [2019] No. 55 document), and not serve as a project manager for other ongoing construction projects; The project management personnel to be dispatched should have no ongoing construction projects. 3.2 This bidding does not accept consortium bidding; 3.3 Construction enterprises from other provinces entering Jilin should register their information in accordance with the requirements of Jijian Office (2023) No. 32 before entering Jilin
