Attachment 3 Bidding Announcement: Northern Heavy Industry Group Co., Ltd. (hereinafter referred to as Northern Heavy Industry) plans to conduct a public bidding on May 27, 2025. Enterprises with production capacity, good reputation, and meeting the bidding requirements are welcome to participate. 1、 The bidding project is about the procurement of the electrical control system for a certain project of Northern Heavy Industry Group Co., Ltd. (bidding number: CGZB202505-JDC007). 2、 The content and requirements of the bidding project (1) are detailed in the attachment. （2） The winning bidder shall manufacture and deliver to the designated location in accordance with the requirements of Northern Heavy Industries. 3、 Bidding Time and Registration Method (1) Bidding Time: May 27, 2025. （2） Registration method: Bidders are required to register with the bidding contact person of Northern Heavy Industry Procurement Corporation before May 27, 2025. For specific matters, please contact the bidding contact person. （3） Bid security deposit. 1. Bidders shall pay a bid security deposit of 20000 yuan and a bid fee of 300 yuan (non refundable) before the bid opening, otherwise their bid shall be deemed invalid. 2. The bid bond and bid fee shall be paid by wire transfer or cash to Northern Heavy Industry Finance Corporation (indicating the project name). The specific delivery date and arrival time shall be determined according to the contract requirements. 5、 Qualification requirements for suppliers: (1) Bidders must be legal entities or other organizations registered in accordance with the law within the territory of the People's Republic of China (with general taxpayer qualifications). （2） The bidder must have the ability to produce, operate, transport, and deliver the corresponding products on time. （3） The bidder has good bank credit and commercial reputation, is not in a state of being ordered to suspend business or bankruptcy, and its assets have not been restructured, taken over, or frozen. 6、 The bidding documents (two copies, one original and one copy) shall be submitted to the bidding contact person by the unit responding to the bidding before May 27, 2025.
