Bidding Conditions The name of this bidding project is: Guoyuan Power Fugu Company Power Plant Crane Equipment and Elevator Daily Maintenance Service (Three Years) Public Bidding, Project Bidding Number: CEZB250004486, the bidder is Shaanxi Deyuan Fugu Energy Co., Ltd., the project unit is Guoshen Company Shaanxi Deyuan Fugu Energy Co., Ltd., and the funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: Fugu Power Plant is located in Miaogoumen Town, Fugu County, Yulin City, Shaanxi Province. It is equipped with 2 * 600MW and 2 * 660MW generator sets, with a total installed capacity of 2520MW. The power plant is 180 kilometers away from Yulin City and 43 kilometers away from Fugu County. 2.1.2 Scope of bidding: Due to the inability of the existing personnel at Fugu Power Plant to meet the inspection, maintenance, and upkeep needs of lifting equipment and elevators, it is necessary to entrust the unit to carry out maintenance and upkeep work on all lifting equipment and elevators (except for elevators in the county's living area) included in the first and second phase production sites, factory front areas, coal transportation areas, water source pumping stations, etc. 2.1.3 The planned construction period is from September 9, 2025 to September 8, 2028. 2.2 Other:/3. Qualification Requirements for Bidders 3.1 Qualification Conditions and Performance Requirements: [1] Qualification Requirements: (1) Bidders must be independent legal persons or other organizations registered in accordance with the law and provide valid supporting documents. (2) The bidding unit must also possess the following qualifications: ① Special Equipment Production License within the validity period - License Project - Crane Machinery Manufacturing (including installation, repair, and renovation), License Sub Project - (Bridge and Portal Cranes Grade A or above); ② Within the validity period of the People's Republic of China Special Equipment Production License - License Project - Elevator Installation (including Repair), License Sub Project - Traction Driven Passenger Elevator (including Firefighter Elevator) (Class B or above). 【2】 Financial requirements: [3] Performance requirements: From June 2020 to the bid deadline (based on the contract signing time), bidders must have at least one contract performance for the maintenance (or upkeep) of thermal power unit lifting equipment and one contract performance for elevator maintenance (or upkeep) (if one performance content includes both lifting equipment maintenance (or upkeep) and elevator maintenance (or upkeep), it shall be deemed to meet the requirements for one performance each). Bidders must provide scanned copies of the contract that can prove the performance requirements of this bidding.
