Bidding Conditions The name of this bidding project is: Guoyuan Electric Power Fugu Company Power Plant Whole Plant Shelving, Insulation, Anti corrosion Maintenance Services (Three Years) Public Bidding, Project Bidding Number: CEZB250004484, the bidder is Shaanxi Deyuan Fugu Energy Co., Ltd., the project unit is Guoshen Company Shaanxi Deyuan Fugu Energy Co., Ltd., and the funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: Fugu Power Plant is located in Miaogoumen Town, Fugu County, Yulin City, Shaanxi Province. It is equipped with 2 * 600MW and 2 * 660MW generator sets, with a total installed capacity of 2520MW. The power plant is 180 kilometers away from Yulin City and 43 kilometers away from Fugu County. Due to the inability of the existing personnel at Fugu Power Plant to meet the needs of scaffolding installation and dismantling, insulation removal and restoration, it is necessary to entrust the unit to complete the installation and dismantling of all scaffolding, equipment, pipelines, valves and other facilities including the first and second phase production sites, front area, coal transportation area, water source pump station, etc., as well as the insulation removal and restoration work of equipment, pipelines, valves and other facilities. 2.1.2 Scope of bidding: Erection and insulation maintenance of production and living facilities throughout the factory. External water sources, reclaimed water treatment areas, desulfurization wastewater treatment areas, ash yards, and other areas are within the scope of maintenance. The maintenance scope of the coal transportation system and coal mine steam supply pipeline shall be based on the boundary point between the bidder's maintenance department and the coal mine. The dismantling of scaffolding and insulation removal and restoration work within non-standard technical renovation projects are included in the maintenance scope, except for the insulation of cylinder and turbine connecting pipes. During the temporary and emergency repair period of the unit, the dismantling of scaffolding and the restoration of insulation are included in the maintenance scope, as detailed in the technical specifications. 2.1.3 Planned service period: Guoyuan Power Fugu Company's power plant frame and insulation maintenance project service (three years). Qualification Requirements for Bidders 3.1 Qualification and Performance Requirements: [1] Qualification Requirements: (1) Bidders must be independent legal persons or other organizations registered in accordance with the law and provide valid supporting documents. (2) Bidders must possess and provide valid professional contracting qualifications for template scaffolding. (3) Bidders must possess and provide a valid safety production license. 【2】 Financial requirements: [3] Performance requirements: From June 2020 to the bidding deadline (based on the contract signing date), bidders must have at least 2 contract achievements in the maintenance, inspection, or construction of scaffolding for thermal power units. Bidders must provide scanned copies of the contract that can prove the performance requirements of this bidding.
