Chapter 1 Public Bidding 1. Bidding Conditions: The name of this bidding project is: State Grid Energy and Fengdian Power Plant 300MW Photovoltaic Power Station Operation and Maintenance Outsourcing Service (Three Years) Public Bidding, project bidding number: CEZB250004487, the bidder is State Grid Energy and Fengdian Power Co., Ltd., the project unit is State Grid Energy and Fengdian Power Co., Ltd., and the funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: The Xiazigai 300MW Photovoltaic Power Station of State Grid Energy and Fengmei Coal and Electricity Co., Ltd. is located in Xiazigai Township, Buchsel County, Tacheng District, Xinjiang, about 40km away from the government of Xiazigai Township. It has an installed capacity of 300MW and a total DC side capacity of 361MW. There are a total of 96 3.136MW photovoltaic power generation units, and a 220kV booster station will be constructed. A new 3 × 240MVA main transformer will be built with a voltage level of 220/35kV. The main connection on the 220kV side is planned to be double busbar and bus tie switch connection, and the 35kV side will adopt a multi-stage single busbar connection method. Each main transformer will be equipped with two sections of 35kV busbar. The 300MW photovoltaic power generation project in this phase is connected to the 35kV side of the main transformer of this project through a 35kV collection line after being stepped up by a box transformer. The 300MW capacity of the Huadian Fuxin and Bukssar Energy Development Co., Ltd. photovoltaic power generation project is connected to the 35kV side of the main transformer of this project through a 35kV buried cable, with a total capacity of 600MW. After being stepped up by the main transformer, it is connected to the Tacheng 750KV substation through one 220kV line. The energy storage system of this project is set at an installed capacity of 11.67% for 2 hours, which is 35MW/70MWh. The 35MW/70MWh energy storage system is divided into 14 2.5MW/5.018MWh energy storage units, and the energy storage system adopts a container integrated design scheme. The 5MW distributed photovoltaic power generation project of State Grid Energy and Fengmei Coal and Electricity Co., Ltd. is located in the Tacheng area of Xinjiang and the factory area of State Grid Energy and Fengmei Coal and Electricity Co., Ltd. in Bukssar County. The photovoltaic modules are arranged on the roofs of the power plant, dormitories, office buildings, and idle land in the factory area. The construction capacity is 5MW, and transportation is relatively convenient. The operating conditions such as water sources, power sources, and living facilities are complete. The design scheme adopts block based power generation and self use, and the low-voltage 380V is integrated into the power plant's power system. Scope of bidding: Responsible for the operation, maintenance, inspection, inspection, accident repair, maintenance, defect elimination, duty and security of all equipment in the Xiazigai 300MW photovoltaic power station and 5MW distributed photovoltaic power plant of Fengdian Plant. Mainly including (but not limited to) monitoring and operation of primary and secondary electrical equipment, dispatch automation equipment and systems within the booster station, answering and executing dispatch calls, photovoltaic modules and accessories, inverters, power cabinets and communication cabinets, collection lines, box type transformers GIS、SVG、 The operation and maintenance of energy storage systems, grounding transformers, station transformers, main transformers and other equipment, responsible for the organization and storage of materials, data and archives in the station, and cooperating with the purchaser to complete other necessary work
