Bidding Conditions The name of this bidding project is: Guoyuan Power Baoqing Coal Electrification Company Power Plant 2 × 600MW Unit Powder System Maintenance and Repair Service (Three Years) Public Bidding, Project Bidding Number: CEZB250004481, the bidder is Guoneng Baoqing Coal Electrification Co., Ltd., the project unit is Guoneng Baoqing Coal Electrification Co., Ltd., and the funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: The powder production system of Guoneng Baoqing Coal and Electricity Co., Ltd.'s 2 × 600MW unit adopts a direct blowing structure. The boiler adopts an octagonal arrangement of burners for tangential combustion, with 8 coal mills equipped with octagonal burners. The drying agent system of the powder production system adopts a three medium drying agent, namely: high-temperature furnace smoke+hot air+cold smoke, and uses the outlet cold smoke of the cold smoke fan to adjust the temperature. The cold smoke fan extracts some of the cold smoke from the flue behind the induced draft fan. The high-temperature furnace smoke is led from the furnace outlet to the coal mill inlet, and there are 8 smoke extraction ports corresponding to 8 mills. The hot air from the secondary air and the cold smoke from the outlet of the cold smoke fan are pre mixed and then connected to the high-temperature furnace smoke exhaust port to mix with the high-temperature furnace smoke. The sealing air of the coal mill is extracted from the hot secondary air duct at the outlet of the air preheater, and there are 8 sealing air ducts corresponding to 8 mills. 2.1.2 Bidding Scope: The project scope includes regular maintenance, inspection, testing, work, maintenance, equipment defect handling, accident repair, and document production of the 2 × 600MW unit powder production system and its ancillary components of Guoneng Baoqing Coal Electrification Co., Ltd. The Party B shall be responsible for the general consumables, tools, oil filters (including filter elements), maintenance and repair of striking wheels, lifting, welding, transportation, etc. 2.1.3 Planned service period (service: three years after the contract is signed (total construction period of 36 months), the specific entry and start time shall be subject to the notice of Party A. 2.1.4 Quality Requirements: Party B shall provide Party A with corresponding maintenance and repair services for the 2 × 600MW unit pulverizing system of Guoyuan Power Baoqing Coal and Electricity Company's power plant (three years) in accordance with the bidding requirements of this project. Qualification Requirements for Bidders 3.1 Qualification Conditions and Performance Requirements: [1] Qualification Requirements: (1) Bidders must be independent legal persons or other organizations registered in accordance with the law, and must provide valid supporting documents. (2) Bidders must possess and provide valid Level 3 or above qualification certificates for general contracting of power engineering construction, Level 2 or above qualification certificates for general contracting of mechanical and electrical engineering construction, or Level 3 or above qualification certificates for professional contracting of building mechanical and electrical installation engineering.
