Chapter 1 Public Bidding 1. The project bidding number is CEZB250004495. The bidder is Guoyuan Electric Power Co., Ltd. Technical Support Center of National Energy Group, and the project units are Guoyuan Electric Power Co., Ltd. Technical Support Center of National Energy Group and State Grid Energy Xinjiang Zhundong Coal and Electricity Co., Ltd. The funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: Xinjiang high alkali coal is one of the important power coal in China, but its alkali metal oxide content in coal ash is generally ≥ 4%, and alkaline earth metal oxide content is generally ≥ 20%. The high content of alkali (alkaline earth) metals is the main reason why burning high alkali coal can easily cause severe slagging and fouling of boilers. Especially during variable load operation of boilers, the temperature field, flow field, and alkali metal precipitation characteristics of coal in the furnace will undergo drastic changes, which will aggravate the degree of slagging and fouling. There are some significant differences in the characteristics of high alkali coal between Zhundong and Hami regions, which affect the design, selection, and operation of boilers and systems. It is necessary to carry out quantitative characterization and monitoring technology verification testing, system integration, and debugging of high alkali coal boiler slagging and fouling characteristics, and apply them to a boiler at the Zhundong Power Plant of State Grid Energy Xinjiang Zhundong Coal and Electricity Co., Ltd. (hereinafter referred to as "Zhundong Power Plant") to achieve boiler soot blowing optimization control based on slagging and fouling monitoring. The boiler of Zhundong Power Plant is a DG1914/28.25-II12 ultra supercritical, one-time intermediate reheating, single furnace, front and rear wall opposed combustion method, solid slag discharge, balanced ventilation, tight closed, all steel frame, fully suspended structure, π - shaped, variable voltage operation DC boiler designed and manufactured by Dongfang Boiler Co., Ltd. of Dongfang Electric Group. The width of the boiler furnace is 23534mm, the depth is 16980.8mm, the bottom elevation of the furnace is 5500mm, the inflection point elevation of the ceiling is 78500mm, the furnace cross-sectional area is 399.6 square meters, and the furnace volume is 25882m3. There are 72 short telescopic steam blowers arranged on the water-cooled wall of the boiler furnace, including 12 on the front and rear walls and 24 on the left and right walls. There are 86 long telescopic steam blowers arranged in the radiation area, horizontal flue and rear flue of the furnace. Each air preheater is equipped with two telescopic soot blowers (one for the cold and one for the hot end, and a dual medium soot blower for the cold end). The denitrification system is equipped with 24 steam blowers and 30 sonic blowers. There are 8 telescopic steam blowers arranged in the low-temperature economizer area.
