Procurement Announcement: Guangzhou East Development Gas Co., Ltd. (hereinafter referred to as the "Employer") intends to implement the gas pressure regulating cabinet (3000Q) auxiliary road maintenance project. We have selected the responding unit through open inquiry for the services of this project. We welcome your unit to provide a quotation. The relevant matters are announced as follows: 1. Project scope and content 1. Project introduction: The employer now needs to repair one gas pressure regulating cabinet, located at the intersection of Xiajie Avenue and Zengcheng Avenue in Zengcheng District. The equipment was put into operation in September 2013, with a model of RTZ-21/50-3000Q, an inlet pressure of 0.03-0.4MPa, and an outlet pressure of 30-90KPa. Due to the long operation time of the pressure regulating cabinet, the secondary pressure regulator and cut-off valve are now damaged and cannot work normally. Our company is now initiating maintenance work. The maintenance requires adjusting the size of the inlet flange of the auxiliary road and replacing the outlet flange after pressure regulation, including replacing one set of main regulator, one set of shut-off valve, one set of pressure gauge, one set of valve, and one set of connecting accessories. Please refer to the diagram for details. 2. Project content: Please refer to the User Requirements Specification for details. 3. Service location: Intersection of Xiajie Avenue and Zengcheng Avenue, Zengcheng District, Guangzhou City. 2、 Qualification requirements: 1. The respondent must be an independent legal person registered within the territory of the People's Republic of China and hold a valid business license issued by the Administration for Industry and Commerce. The same person in charge of the unit or different units with controlling or management relationships shall not participate in the project inquiry at the same time, otherwise the relevant quotations will be invalid. 2. Qualification requirements for project implementation: Hold a valid business license issued by the Administration for Industry and Commerce, and a special equipment production license issued by the Market Supervision Bureau. The selected regulator manufacturer has the corresponding production license. 3. This project does not accept consortium quotations. 4. Other requirements: None. 3、 Project requirements: Please refer to Attachment 2 "User Requirements Specification". 4、 Project quotation principle 1: All costs required for the replacement, renovation, maintenance, and repair of components in the auxiliary circuit of the gas pressure regulating cabinet (3000Q) of the quotation subject shall be covered by a lump sum. The project quotation includes but is not limited to the following expenses: physical work fees, technical work fees, etc., including manual disassembly and installation, equipment and materials, safe and civilized production, profit, taxes, and various coordination and approval permits. 2. Please provide a quotation in accordance with the format of the quotation letter in Attachment 1. This project is quoted in the form of fixed price/fixed unit price, and will not be adjusted according to changes in price levels or policy changes. 3. The contractor of this project has set a price barrier, which will not be disclosed until the sealed quotation is opened. 4. Respondents can refer to relevant charging standards and independently quote based on their own actual situation. 5、 Opening, review, closing, and contract signing: 1. The employer shall organize a review team to simultaneously open the quotations of each respondent and then open the bid blocking price. The review team shall then review the quotation response documents. 2. After price verification: If the total quotation is inconsistent between uppercase and lowercase, the uppercase shall prevail. If the total quotation is inconsistent with the result of multiplying the unit price by the quantity, it shall be corrected according to the principle of 'lower or higher'. 3.
