1. Negotiation conditions: Northwest (Shaanxi) International Tendering Co., Ltd. is entrusted by ******** Shuzhi Technology Co., Ltd. to negotiate and purchase technical service cooperation projects such as CA handling for ******** Shuzhi Technology Co., Ltd. Qualified and capable suppliers are welcome to participate in the negotiations. 2. Project Overview and Scope 2.1 Project Name: ********* Shuzhi Technology Co., Ltd. CA Processing and Other Technical Service Cooperation Project 2.2 Project Number: 0617-2511FY10652.3 Project Overview: The non bidding procurement system and new electronic bidding platform of the group company are about to be launched and urgently need to handle CA business (i.e. electronic identity proof for enterprise and personal entities in virtual networks, including seals and signatures). Upon request from the bidding center, the information center organized relevant departments and unit meetings to study and determine that the CA related services of various business systems (bidding, non bidding, OA, finance, logistics, etc.) of the group company will be uniformly managed by several science and technology companies, which is conducive to gradually realizing mutual trust of CA within the group, reshaping the quality of CA services, improving system user satisfaction, and standardizing the management of operation and maintenance hotlines of various systems in the group to enhance the quality and efficiency of operation and maintenance services. This type of work has low technical requirements and large business volume. In order to reduce costs and benchmark advanced enterprise practices, it is planned to introduce a professional technical service team to leverage their professional technical strength and rich operational experience to achieve optimized resource allocation and enhance the core competitiveness of the company. 2.4 Procurement Content: It is proposed to introduce a professional technical service team, leveraging their expertise and rich operational experience, expected to be responsible for answering calls, providing feedback, organizing, dispatching orders, conducting follow-up visits, handling complaints, and handling simple issues for users operating various systems of the 8 line group. The team will also be responsible for the daily operation of the CA certification platform, including business processing and fee management. 2.5 Service Location: Designated Location by the Owner 2.6 Service Period: 1 year 2.7 Other Requirements: Please refer to the negotiation documents for details 3. Supplier Qualification Requirements 3.1 The supplier has independent legal personality in the People's Republic of China and must provide a valid business license; 3.2 The supplier has the qualification of a general taxpayer (providing a general taxpayer qualification certificate issued by the tax authority, or a recent VAT special invoice accounting copy, or a screenshot of the general taxpayer query record on the official website of the tax authority); 3.3 Suppliers shall not be included in the list of abnormal business operations, serious illegal and dishonest entities in the National Enterprise Credit Information Publicity System, the list of serious dishonest entities in China, the list of dishonest persons subject to enforcement on the China Execution Information Disclosure Network, or the list of dishonest traders of ****** (Group) Co., Ltd; 3.4 The supplier shall provide at least one system operation and maintenance customer service hotline management project performance or CA handling service project performance from January 1, 2022 to present; 3.5 Different suppliers with the same legal representative or direct controlling or management relationships shall not participate in the response of the same project at the same time; 3.6 This project does not accept consortium participation. 4.
