Shanxi Branch entrusts Shanxi Jundu Hongxin Project Management Co., Ltd. to conduct research on China Postal Savings Bank Shanxi Branch in 2025; New Zhongping; The Business System Construction Service Procurement Project (Tender Number: JDZBF-GZ-FW-2025008) adopts an open tender form for procurement. The project funds are self raised by the tenderer, and the funds have been secured and meet the tender conditions. Potential bidders (hereinafter referred to as bidders) who are interested and capable of providing the subject matter are invited to participate in the bidding. 1. Bidding content, scale, and scope: 1.1 The procurement content is for the year 2025; New Zhongping; Business system construction services, specifically including; New Zhongping; The agreement is valid for two years and has a total budget of 960000 yuan for business system construction, response to demand changes, and functional optimization. 1.2 Project Background Introduction: Since 2020, the demand for intermediary business of Postal Savings Bank of China Shanxi Branch has significantly increased. In order to ensure the rapid implementation and landing of intermediary business projects and better support the development needs of the bank's internal business, it is proposed to carry out the“ New Zhongping; Responsible for the procurement project of business system construction and development services, and for the construction of the bidder's intermediate business platform project system. 1.3 Service duration: Two years from the date of contract signing. 1.4 Deliverables: Relevant deliverables generated after completing the project according to the business requirements of the tenderer. 1.5 This project has been shortlisted for two suppliers, and the top two suppliers in the comprehensive ranking will be initially allocated 60% and 40% of the shares. If the supplier's services cannot meet the requirements of the tenderer, the tenderer has the right to adjust the shares for a second time. 2. Qualification Requirements for Bidders 2.1 Basic Qualification Requirements for Bidders 2.1.1 Bidders shall be legally and financially independent legal entities or legally registered organizations within the territory of the People's Republic of China (excluding Hong Kong, Macau, and Taiwan). The bidder operates legally and independently from the tenderer and bidding agency. Bidders should have good bank credit and commercial reputation; 2.1.2 If the legal representative or unit leader of the bidder is the same person or if there are different units with controlling or management relationships, they shall not participate in the bidding of the same section or the bidding of the same bidding project without dividing the section; 2.1.3 Bidders shall provide a separate commitment letter regarding the issuance of value-added tax special invoices for this project. (Except for situations where relevant national laws and regulations do not apply to the issuance of value-added tax special invoices); 2.1.4 The services proposed by the bidder for this project must comply with the qualification conditions and relevant requirements stipulated by the state and the tenderer. Ensure that all contents in its bidding documents are true and valid. A separate commitment letter must be provided; 2.1.5 This project does not accept consortia; 2.1.6 This project does not accept agents; 2.2 Bidders shall not have any of the following situations. 2.2.1 Bidders who are ordered to suspend business, production or bankruptcy status; 2.2.2 If the bidder's assets are reorganized, taken over, sealed, seized or frozen; 2.2.3 The bidder or its bidding products/services are included in the bidder's supplier management grey list or blacklist
