Comparison Announcement: The first phase water conservation plan and monitoring project (secondary) of the infrastructure project in the core area of Mohan Border Industrial Park have been approved for construction. The purchaser is Yunnan Mohan Development Investment Group Co., Ltd., and the project funds are self raised by the enterprise. Yunnan Mohan Development Investment Group Co., Ltd. (hereinafter referred to as the "purchaser") entrusts China International Tendering Co., Ltd. (hereinafter referred to as the "procurement agency") to conduct a competitive selection of this project. Potential applicants (hereinafter referred to as "applicants") are welcome to participate in the selection. 2、 Project Overview and Scope of Comparison 1. Project Name: Phase I Water Conservation Plan and Monitoring Project (Secondary) of Mohan Border Industrial Park Core Area Infrastructure Project. 2. Project Overview: This project is a supporting road for the park's infrastructure, with a main road grade, a design speed of 50km/h, a standard section roadbed width of 38m, and a total length of 1.692km. The construction content includes road engineering, bridge and culvert engineering, transportation engineering, water supply and drainage engineering, lighting engineering, power engineering, communication engineering, gas engineering, etc. 3. Project Location: Mohan Moding Economic Cooperation Zone, Laos, China. 4. Selection content and scope: 1. Preparation of soil and water conservation plan: Determine the scope of responsibility for soil and water loss prevention and control of the construction project through investigation of the environmental status and soil erosion status of the project area; Predict the damage to the original landform and land caused by engineering construction, as well as the situation of soil erosion, and propose corresponding measures for soil and water conservation prevention and protection. Provide scientific basis for soil and water conservation governance and implementation management for construction units; Provide a basis for administrative authorities to conduct law enforcement inspections on soil erosion prevention and control. The results to be submitted include but are not limited to: (1) report on soil and water conservation plan; (2) Expert review opinions and responses; (3) Information required by other contractors; 2. The content of soil and water conservation monitoring work includes but is not limited to: monitoring soil and water conservation during the construction and trial operation periods of the project, quantitatively monitoring and evaluating soil and water loss factors, soil and water loss amounts, soil and water conservation facility effects, and soil and water loss hazards of the project; Carry out monitoring and related services in accordance with the requirements of laws, regulations, and technical specifications such as the "Technical Regulations for Soil and Water Conservation Monitoring" (SL277-2002) and the "Monitoring and Evaluation Standards for Soil and Water Conservation of Production and Construction Projects" (GB/T51240-2018); Regularly report monitoring results to the local competent department where the project is located; Submit a special report on soil and water conservation, and regularly report to the construction unit; And submit the "Soil and Water Conservation Monitoring Summary Report" during the acceptance of the engineering soil and water conservation facilities. After the completion of the project, assist the employer in the acceptance of the soil and water conservation facilities, and the specific work shall be subject to the employer's designation. 5.
