The project has met the bidding conditions and now entrusts Jiangxi Zhongdian Construction Engineering Cost Consulting Co., Ltd. to conduct a domestic public bidding for the project. Bidders who meet the requirements are welcome to participate in the bidding. 2. Project Overview and Bidding Scope 2.1 Project Name: Centralized Procurement of Cleaning Services by China Power Construction Property Management Co., Ltd. (Nanchang Area, Central China). 2.2 Tender number: ZDJ-GSZB-2025-024. 2.3 Project Scale: Includes existing projects during the framework agreement period, as well as potential rolling delivery projects and new delivery projects. 2.4 Scope of bidding: Cleaning service personnel, whose work includes but is not limited to: (1) cleaning and disinfection of roads, squares, guardrails, gardens, water/hard landscapes, garbage transfer stations, garbage bins, parking lots, ditches, pools, wells, stairwells, stairs, elevators, corridors, lobbies, public rooftop terraces, outdoor walls, outdoor pipelines, street lamps, signs, fences, and all other public areas and facilities within this project; (2) Cleaning of the "three guarantees" area and the surrounding area of the fence in this project; (3) Daily cleaning, disinfection, and maintenance of elevator car surfaces; (4) Collect and transport the household waste generated within the service scope to the designated garbage cleaning point in the community; (5) Cleaning of the parking lot and property management office area within this project; (6) The "elimination of four pests" and disinfection work in the public areas of the community, as well as the cleaning and disinfection work of the water system in the park; (7) Value added services (if any); (8) Other contents listed in the attachment 'Cleaning Service Standards'. (9) Other necessary work that needs to be completed according to actual requirements. 2.5 Initial service location of the project: including Nanchang City. 2.6 Framework Agreement Period: 2 years (August 1, 2025- July 30, 2027). Prior to the expiration of the 2-year period, Party A may renew the framework agreement for a maximum of 3 years based on Party B's performance. 2.7 Quality Standards: Qualified, meeting the relevant requirements of Chapter 5 of the bidding documents for the bidder's requirements. Qualification Requirements for Bidders 3.1 This bidding requires bidders to meet the following requirements in terms of qualifications, performance, and main project leaders, and to have corresponding cleaning service capabilities in personnel, performance, equipment, funds, and other aspects. 3.1.1 Qualification Requirements: The bidder must be a registered enterprise legal person in China with independent civil liability capacity, possess general taxpayer qualifications, and have the necessary service and professional technical capabilities for the project. 3.1.2 Financial Requirements: Bidders with good financial condition, not in a state of property being taken over, frozen, or bankrupt, do not accept bidders who have suffered losses for three consecutive years in the past three years (2022-2024) to participate in the bidding activities of this project, and do not accept bidders who have suffered losses since their establishment (only if the establishment time is less than the specified year) to participate in this project
