Bidding conditions: The Chibei District System Upgrade Parking Resource Project has been approved for construction by the registered serial number 2025051222090003105621. The construction funds are self raised and the project funds have been secured. The bidder is Jilin Changbai Mountain Property Management Co., Ltd. The project has met the bidding conditions and is now open for bidding for construction. 2、 Project Overview 2.1 Project Name: Chibei District System Upgrade District Parking Resource Project - Construction Section. 2.2 Construction Scale: 29 parking management areas will be set up in Chibei District, and the existing 1787 parking spaces will be upgraded and renovated, equipped with smart toll management systems, intelligent cultural and tourism data collection systems, and other measures to create smart parking spaces. The main construction content includes site leveling, fencing, marking, signage, monitoring, safety islands and other supporting facilities. 2.3 Bidding Scope: The bill of quantities and drawings include all construction content. 2.4 Project construction location: Chibei District, Changbai Mountain Management Committee, Jilin Province. 2.5 Construction period: July 20, 2025 to October 31, 2025. 2.6 Quality Standards: Qualified projects that comply with the current national and provincial construction quality acceptance standards. 3、 Qualification Requirements for Bidders 3.1 This bidding requires bidders to be independent legal entities or other organizations with valid business licenses and corresponding construction capabilities in terms of personnel, equipment, funds, etc; 3.2 Bidders must possess both a second level or higher qualification for general contracting of municipal public works and a first level qualification for specialized contracting of electronic and intelligent engineering issued by the competent construction administrative department. They must also have a valid safety production license and corresponding construction capabilities in terms of personnel, funds, testing instruments and equipment; 3.3 The proposed project manager must have the qualifications of a second level or above registered construction engineer in municipal public works, a first level registered construction engineer in mechanical and electrical engineering, or a first level registered construction engineer in communication and civil engineering, and possess a valid safety production assessment certificate (Class B); Members of the project management organization should have no ongoing construction projects.
