In order to facilitate suppliers to timely understand government procurement information, in accordance with the relevant provisions of the "Notice of the Ministry of Finance on Carrying out the Public Disclosure of Government Procurement Intentions" (Caiku [2020] No. 10), our unit's procurement intentions from June 2025 to July 2025 are as follows: serial number, procurement project name, procurement demand overview, budget amount (10000 yuan), expected procurement time, remarks 1. Procurement content of Ningshan County centralized drinking water source protection project: 1. Sign setting project: Set up signs at the water intake, boundaries of various levels of protection areas, and important locations, with 73 boundary markers, 348 boundary stakes, 33 traffic warning signs, and 43 propaganda signs. 2. Isolation and protection project: Implement closed isolation and protection for the first level protection zone, and build a new isolation and protection net; Main functions or objectives: To carry out standardized construction of drinking water source areas, standardize the setting of boundary markers and signs, implement fully enclosed management of first level water source protection areas, strengthen risk source management, and ensure the safety of water source quality.; Requirements to be met: (1) The supplier has the ability to independently assume civil liability (providing a legally registered business license or legal registration or natural person certificate of other organizations); (2) If the legal representative directly participates in the bidding, they must provide their ID card; If the legal representative authorizes the representative to participate in the bidding, a power of attorney from the legal representative, a copy of the legal representative's ID card, and the authorized representative's ID card must be provided; (3) Suppliers must have a third level (including third level) or higher qualification for general contracting of municipal public works construction or a third level (including third level) or higher qualification for general contracting of environmental protection engineering issued by the competent construction administrative department. They must hold a valid safety production license and have corresponding construction capabilities in terms of personnel, equipment, funds, etc; (4) The proposed project leader should possess a second level or above registered construction engineer qualification for municipal public works and a valid safety production assessment certificate, and have not served as the project leader for other ongoing construction projects; (5) Financial status report: Provide the 2023 financial audit report (for those whose establishment time is less than 1 year before the deadline for submitting response documents, a balance sheet for any period after establishment can be provided) or a credit certificate issued by the bank where their basic deposit account is opened; (6) Tax payment certificate: Provide at least one month's tax payment certificate or tax payment certificate that has been paid from January 2024 to present. Units that are exempt from taxes according to law should provide relevant proof materials; (7) Proof of social security fund payment: Provide social security fund payment receipts for at least one month from January 2024 to present, or proof of social insurance participation and payment issued by social security institutions. Units that do not need to pay social security funds according to law should provide relevant proof materials; (8) A written statement stating that within the three years prior to participating in this government procurement activity, there have been no major violations of discipline in business activities, and that they have not been included in the list of dishonest persons subject to enforcement, major tax violations and dishonest entities, or records of serious illegal and dishonest behavior in government procurement. This project refuses to allow bidders who have been listed as dishonest persons subject to enforcement, major tax violators, or serious government procurement violators to participate; (9) This project does not accept consortium bidding.
