Competitive Negotiation Announcement 1 Procurement Conditions: This procurement project is Shandong Development Houyanji 375200 kW Wind Power Project Wind Farm Area Engineering General Contracting Project. The project owner is Shandong Development Yunzhou New Energy Technology Co., Ltd., and the construction funds have been secured. The purchaser is China Power Construction Group Zhongnan Survey and Design Institute Co., Ltd. The project has met the procurement conditions and is now conducting open competitive negotiations on the construction and installation of the power collection line section of the wind farm area engineering general contracting project of Shandong Development Houyanji 375200 kW wind power project. 2 Project Overview and Procurement Scope 2.1 Project Overview The total capacity of this project is 375.2MW, with 6.25MW ≤ single unit capacity < 8MW, totaling 52 wind turbines, each of which is equipped with one box type transformer. The outlet voltage of the wind turbine is 1.14kV. After 52 wind turbines are stepped up to 35kV through box type transformers, they are planned to be divided into 10 sets of collection lines and connected to the newly built 220kV boosting station of Houyanji Wind Farm. The center of the project site is approximately 21km away from Yuncheng County, Heze City, Shandong Province by road. There is S242 Provincial Road on the southeast side of the site, and Yanhuang Road and Yunyang Road pass through the site and its north side. There are multiple rural roads passing through the site, and the site is about 18km away from the Juanchengbei Expressway toll station, making external transportation very convenient. 2.2 Procurement Scope: The main work content of this procurement project includes but is not limited to: the project adopts the form of labor and material package, equipment package, coordination package, construction package, acceptance package, and all work from delivery to use. 1) The green compensation project, forest valve cutting procedures, and coordination of temporary and long-term land leasing during the entire line installation process; 2) Procurement and installation project of 35kV overhead line tower materials; 3) Procurement of wires, fittings and accessories for overhead power lines; 4) Installation and laying of cables and their accessories along the entire line, production and commissioning of cable heads (construction of 35kV overhead lines: tower foundation construction, tower material assembly and bolt fastening; Wire laying, tightening, and sag adjustment; Installation of metal fittings, insulator strings, and production of jumper wires; Construction of buried cable system: excavation and backfilling of cable trenches (including identification tape); Cable laying, fixing, and bending radius control; Production and voltage withstand test of cable terminal heads and intermediate joints; Fire and flame retardant measures (flame retardant tape, fireproof groove box); 5) Unloading, storage, on-site transportation, laying, fusion splicing, installation, and commissioning of fiber optic cables and fiber optic accessories along the entire line; 6) Lightning protection and grounding engineering for the entire line of equipment; 7) Storage, inspection, on-site transportation, installation, and commissioning of purchased materials; 8) The responding party is responsible for the unloading, storage, on-site transportation, installation, connection between the 35kV box transformer and the box transformer grounding network (the box transformer shell is grounded, and the construction unit of the box transformer grounding network has reserved a grounding flat iron) testing and commissioning project. 9) Measurement of various parameters of the 35kV transmission line in this project; 10) Coordinate with the power grid to complete the relay protection setting of the 35kV line in this project; 11) The necessary materials and equipment for the construction of this project, if not fully reflected in the bill of quantities, shall be identified by the respondent and included in the quotation, and shall not be separately priced. 12) Cooperate with the purchaser to complete all relevant inspections and acceptance meetings for the 35kV collection line. Boundary point: The collection line in the wind farm area and this project
