(hereinafter referred to as the "Procurement Agency") is entrusted by the Bohang Township People's Government of Huangyuan County (hereinafter referred to as the "Purchaser") to conduct domestic competitive negotiation procurement for the assistance workshop project of Bohang Township Xinyuan Vinegar Factory. It is hereby announced that qualified suppliers are welcome to participate in this procurement activity. Procurement Project Name: Bohang Township Xinyuan Vinegar Factory Assistance Workshop Project Procurement Project Number: Qinghai Jiejun Competitive Negotiation (Engineering) 2025-006 Procurement Method Competitive Negotiation Procurement Budget Amount: 2999623.00 yuan Maximum Price Package 1: 2599623.00 yuan; Package 2: 400000.00 yuan. The number of subcontracts for the project is 2, and the procurement requirements are detailed in the "Negotiation Document". Supplier Qualification Condition Package 1: Meet the conditions stipulated in Article 22 of the Government Procurement Law of the People's Republic of China; 1011) Supplier's business license and other supporting documents, as well as identification of natural persons. 2) Financial status report, relevant materials for lawfully paying taxes and social security funds. 3) Proof of necessary equipment and professional technical capabilities to fulfill the contract. 4) A written statement stating that there have been no significant illegal records in business activities within the past 3 years prior to participating in government procurement activities. 5) Proof materials that meet other conditions stipulated by laws and administrative regulations. 2. After searching through channels such as Credit China (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn), those listed as dishonest persons subject to enforcement, parties involved in major tax violations, and those with records of serious illegal and dishonest behavior in government procurement will have their bidding qualifications cancelled (provide screenshots of each website's query and a complete credit report from Credit China). 3. This project does not accept bidding in the form of a consortium; 4. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract. Otherwise, all bidding qualifications will be cancelled; 5. Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for this procurement project shall not participate in other procurement activities of this procurement project; 6. Suppliers must have a qualification of Level 3 or above for general contracting of construction projects, and possess corresponding capabilities in personnel, equipment, funds, etc. They should also have a valid safety production license. 7. The project manager must possess a professional level registered constructor qualification of [Level 2 or above in the field of construction engineering] and a valid safety production assessment certificate, and have not undertaken any ongoing projects. 8. Suppliers from outside the province must provide valid registration certificates for entry into the Qing Dynasty.
