Chapter 1 Public Bidding 1. Bidding Conditions The name of this bidding project is: Heilongjiang Company Harbin Thermal Power Company Phase II 2 × 660MW Cogeneration Expansion Project Owner Engineer Service Public Bidding, and the project bidding number is: CEZB250303269, The bidder is Guoneng Harbin Thermal Power Co., Ltd., and the project unit is Guoneng Harbin Thermal Power Co., Ltd. The funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: Guoneng Harbin Thermal Power Co., Ltd. is located in Hanan Industrial New City, Pingfang District, Harbin City, Heilongjiang Province. The east side of the factory site is adjacent to the Hawu Highway (G202 National Highway), and the west side is adjacent to the Labin Railway and Wangjiawobao, with a distance of about 4.5km from Pingfang Station. There is a 500kV high-voltage transmission line passing through the south side of the factory site, and two 220kV transmission lines passing through Hanan 16th Avenue on the north side. The factory site is located within the area enclosed by Harbin Wudang Highway, Labin Railway, and Harbin Nan 16th Avenue. The south side of the factory site is adjacent to the boundary of Harbin Pingfang District and Shuangcheng. Two 350MW supercritical cogeneration units were constructed in the first phase and put into operation in 2013 and 2014 respectively. The first phase of the outgoing line is led out from the east side of the factory area, and is connected to the 220kV busbar of the 500kV Hanan substation through two 220kV lines passing through the corner tower to the west. The transmission distance is about 14km, and it intersects with the original two 220kV lines in some parts. The outgoing corridor is wide. The second phase plan is to construct two 660MW ultra supercritical cogeneration units, with a heating capacity of 1600t/h under normal conditions and 2200t/h under cylinder cut-off conditions, capable of providing industrial steam. It is proposed to use two 500kV outgoing lines to connect to the Hanan 500kV substation located about 12km northwest of the plant site. The project is scheduled to start construction in September 2024, with the first unit to be put into operation in August 2026 and the second unit to be put into operation in October 2026. 2.1.2 Bidding Scope: This project is divided into one section, including but not limited to fully participating in the equipment, engineering, and service procurement, equipment supervision, civil construction, equipment installation, commissioning, 168 hour trial operation, and project settlement management services of Guoneng Harbin Thermal Power Co., Ltd. Phase II 2 × 660MW expansion project. 2.1.3 Service period: 20 months after the contract is signed, the specific start time shall be subject to the notice of the tenderer. 2.1.4 Service location: Guoneng Harbin Thermal Power Co., Ltd.
