Chapter 1 Public Bidding 1. Bidding Conditions The name of this bidding project is: Hebei Guoneng Dingzhou New Energy Co., Ltd. Dingzhou City Centralized Wind Power Generation Project (Phase II 200 MW) 220KV Transmission Line EPC General Contracting Public Bidding, and the project bidding number is: CEZB250003254, The bidder is Guoneng Dingzhou New Energy Co., Ltd., and the project unit is Guoneng Dingzhou New Energy Co., Ltd. The funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: Guoneng Dingzhou New Energy Co., Ltd. Dingzhou City 800 MW Centralized Wind Power Generation Project (Phase II 200 MW) is located in Dongwang Town, Dongting Town, and Haotouzhuang Township, Dingzhou City, Hebei Province. The project has a construction capacity of 200MW and will be completed in one go in this phase. This project will construct a new 220kV substation, which will be connected to the 220kV busbar side of Zhongshan Station through a single 220kV transmission line. The model of the grid connected conductor from the booster station to Zhongshan Station adopts 2 × LGJ-630mm2 or equivalent transmission capacity cables. The specific access system plan shall be executed according to the approval of the access system. Scope of bidding: This project is an EPC general contracting (turnkey project). The scope of work for this project includes the survey and design of the 220kV transmission line project for the Dingzhou centralized wind power generation project (Phase II 200 MW), procurement and supply of relevant equipment and materials, construction and installation engineering construction, construction management, testing and inspection, quality inspection, system debugging, trial operation, grid connection, defect elimination, training, acceptance (including quality supervision and inspection at all stages, handling of procedures, various special topics, stage acceptance, completion, etc.), handover of production, performance quality assurance, engineering quality warranty period services, etc. At the same time, it also includes the procurement and supply of all spare parts and special tools during the warranty period, as well as the provision of related technical data sorting and services, coordination of land acquisition and leasing, and land acquisition. Compensation for land rental, coordination of local relations, relevant procedures Handling of identification and compliance documents, and bearing all related expenses. Construction period: Start on May 20, 2025, complete on October 10, 2025 and have passed the acceptance of the power grid company, and complete the reverse power transmission before October 15, 2025. (2) The bidder must possess and provide a valid engineering design comprehensive Class A qualification certificate as required by the design unit; Or a Class B or higher qualification certificate for engineering design in the power industry; Or a professional qualification certificate of Class B or above in the power industry (power transmission engineering) for engineering design. (3) The bidder must possess and provide valid Level 2 or above qualification certificates for general contracting of power engineering construction, as well as a valid safety production license, as required by the construction unit
