Dingzhou City Centralized Wind Power Generation Project (Phase II 200 MW) Boosting Station Equipment Procurement and Installation Construction General Contracting Project Public Bidding, Project Bidding Number: CEZB250003251， The bidder is Guoneng Dingzhou New Energy Co., Ltd., and the project unit is Guoneng Dingzhou New Energy Co., Ltd. The funding source is self raised. The bidding agency is National Energy Group International Engineering Consulting Co., Ltd. This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: This project is located in the southeast of Dingzhou City, with S76 Qugang Expressway and G337 National Highway passing through the north and south of the wind farm respectively, providing convenient transportation. The planned capacity and quantity of the main transformer are 2 × 220MVA, and 1 × 220MVA will be constructed in this phase; The planned scale for the number of 220kV outgoing circuits is 4, and 1 circuit will be constructed in this phase; The planned scale for the 35kV outgoing circuit is 20 circuits, with 10 circuits to be constructed in this phase; The planned scale of the 35kV SVG reactive power compensation device is 2 °± 38Mvar, and 2 °± 38Mvar will be constructed in this phase. (Subject to the approval of the review comments on the power grid access system) Scope of bidding: The entire project of the 220kV booster station for the centralized wind power generation project (Phase II 200 MW) in Dingzhou City, including but not limited to: (1) Equipment procurement scope: All equipment and materials involved in this project shall be procured by the bidder in accordance with the design data, technical specifications, and shortlist provided by the tenderer. (2) Construction scope: Civil engineering, installation, commissioning, grid connection, trial operation to meet project quality supervision, grid connection operation and acceptance, temporary works required for construction, land clearing, reclamation and vegetation restoration, greening, acceptance and defect elimination at various stages of the project, personnel training and final delivery operation, quality warranty services during the warranty period, and all related work including process settlement, completion settlement, audit, etc. (3) Scope of procedures handling and consulting services: all procedures handling and consulting services required for the grid connected operation and acceptance of the project. Qualification Requirements for Bidders 3.1 Qualification and Performance Requirements: [1] Qualification Requirements: (1) Bidders must be independent legal persons or other organizations registered in accordance with the law and provide valid supporting documents. (2) Bidders must possess and provide valid Level 1 or higher qualification certificates for general contracting of power engineering construction. (3) Bidders must possess and provide valid installation (repair, testing) power facility license certificates, with installation and testing requirements of Level 2 or above.
