This project has met the bidding conditions and is now undergoing domestic qualification review and open bidding. 2. Project Overview and Bidding Scope 2.1 Project Overview, Bidding Scope, and Section (Package) Division: 2.1.1 Project Overview: In accordance with the spirit of reviewing the work of the autonomous region's satellite law enforcement, the Banner Government and the Banner Natural Resources Bureau require our company to rectify the historical unapproved land. It is necessary to obtain legal procedures through the approval of construction land and handle the approval of construction land. To complete the rectification as soon as possible, it is necessary to carry out the approval work for the historical legacy land of the two mines. At present, the historical legacy land area within the two mining rights is 29969.62 acres, including 21979.5 acres (1465 hectares) of Heidaigou open-pit coal mine and 7990.12 acres (533 hectares) of Halwusu open-pit coal mine. To handle the approval procedures for construction land, it is necessary to prepare a survey and boundary report for the project in advance. Due to the large project area, in order to accelerate the approval process, professional institutions need to be hired to provide technical consulting services for land approval in accordance with relevant laws, regulations, standards and specifications. 2.1.2 Bidding Scope: This project is divided into one section, including: (1) on-site survey, collection of relevant data, technical information, and drawings. (2) Land classification recognition: Land classification recognition is based on the standards of the "National Land Classification (Trial)" and the land use status map and overall land use planning map provided by the Natural Resources Bureau, combined with actual investigations, to jointly carry out land classification recognition. (3) Ownership determination: Ownership determination is based on the current land use status map, and is jointly determined by the local natural resources bureau and representatives of the land use unit on site. (4) Prepare a survey and boundary report that meets the requirements of the natural resources management department's land use approval review based on accurate data related to land classification, ownership, area, and coordinates.
