The design must possess a Class A comprehensive engineering design qualification issued by the construction administrative department or a Class B or above qualification in the engineering design and construction industry (construction engineering), as well as a Class B or above design qualification in the electronic communication and broadcasting industry (electronic engineering), and have corresponding abilities in personnel, equipment, funds, and other aspects.
