Bidding Conditions: The supervision of rural domestic sewage treatment projects in 5 Townships along the Jing County Section of the South Canal in Hengshui City has been approved by the Jing County Development and Reform Bureau in accordance with the documents of the Jing County Development and Reform Bureau {2025}4 Approved for construction, the bidder is Jing County Agriculture and Rural Bureau, with construction funds from central ecological environment funds and local financial support. The investment ratio of the project is 100%, and the bidder is Jing County Agriculture and Rural Bureau. The project has met the bidding conditions, and the supervision of the project is now open for bidding. 2. Project Overview and Bidding Scope 2.1 Project Name: Supervision of Rural Domestic Sewage Treatment Project in 5 Townships along the Jing County Section of the South Canal in Hengshui City 2.2 Project Construction Content and Scale: This project plans to implement rural domestic sewage collection and treatment projects in 113 villages in 5 townships along the Jing County Section of the South Canal in Hengshui City, involving approximately 6862 households and benefiting approximately 24096 people. Adopting a decentralized governance model, the main construction content includes 6862 sets of courtyard style integrated equipment for grey water collection and treatment de110PVC-U79769m, Reuse pipeline dn25PPR44946m. 2.3 Supervision period: from the date of signing the supervision contract to the expiration of the engineering defect liability period. 2.4 Construction location: 5 townships along the Grand Canal in Jing County, Hengshui City. 2.5 Scope of bidding: Supervision work during the construction preparation stage, construction stage, completion acceptance stage, and defect liability period stage within the scope of supervision of this project. 3. Qualification Requirements for Bidders 3.1 Bidders must have independent corporate legal personality and the ability to undertake project supervision in terms of personnel, equipment, funds, etc. 3.2 Bidders must have a Class B or above qualification for municipal engineering construction supervision issued by the administrative department. The chief supervising engineer of the project must have a national registered municipal engineering supervision engineer qualification certificate and have not served as the chief supervising engineer of other ongoing projects (format to be drafted), and also have the ability to undertake project supervision in terms of personnel, equipment, funds, etc. 3.3 Legal persons, other organizations or individuals who have a vested interest in the tenderer and may affect the fairness of the tender shall not participate in the bidding. The same person in charge of the unit or different units with controlling or management relationships shall not participate in bidding for the same section or bidding for the same bidding project without dividing the section. Otherwise, it will be treated as invalid. 3.4 Credit Requirements: Bidders who are not included in the list of dishonest persons subject to enforcement, the list of abnormal business operations, or the list of parties involved in major tax violations on the "Credit China" website (www.creditchina. gov.cn) shall be subject to on-site evaluation. 3.5 This project does not accept joint venture bidding. 3.6 Implement government procurement policies.
