Procurement Reason: This procurement is for the direct selection of outdoor operations in the demonstration area, with a total of one package. The scope of work includes all outdoor operations in the demonstration area (including enclosure projects outside the courtyard), living room floors, landscape corridors, gates, main gate enclosures (including foundations), landscape lighting, four in one, sewage, rainwater, intelligence, fire alarm and other pipeline reserved pipelines, three networks, etc. According to Article 22 (3) of the "Management Measures for Construction Subcontracting and Labor Cooperation of Shandong Expressway and Bridge Group Co., Ltd. (Trial)", direct selection is only applicable to situations that meet any of the following conditions: involving administrative instructions or written designation by the owner or construction project property unit with sufficient reasons; 1. The construction unit has issued a recommendation letter, recommending some construction units that meet industry qualifications and personnel requirements to organize outdoor construction work such as exterior walls and landscaping in the demonstration area. According to the management regulations of the group and the actual situation of the project, direct selection is proposed for this selection. 2. The construction unit, Ningling Yiran Real Estate Co., Ltd., issued a recommendation letter. Based on the content of the recommendation letter and considering the qualifications, performance, equipment and personnel of the recommended unit, Shaanxi Maogong Construction Co., Ltd. was selected to organize outdoor construction in the demonstration zone. 3. The large contract amount indicates that the outdoor operations in the demonstration zone cover multiple construction operations such as greening, landscape, roads, pipeline networks, civil engineering, installation, intelligence, fire protection, etc., involving a wide range of work content, numerous types of materials, cross operation and complex situations. The construction unit recommends subcontracting units for construction, so the procurement amount for outdoor operations in the demonstration zone exceeds 4 million yuan. 3. Procurement Content and Scope (1) Project Overview Package 1: The Heyuanli Engineering General Contracting Construction Project in Ningling County is located on the west side of Binhe Avenue and the north side of Getian Park in Shangqiu City, with a total construction area of approximately 62860 square meters. The project includes but is not limited to planning and design, scheme design, construction drawing design, construction drawing budget, providing relevant technical services during the construction period within the red line of the construction land, as well as project procurement, construction, full process construction management until completion acceptance, overall handover, defect repair and warranty work during the quality defect liability period.
