Procurement Content and Scope (1) Project Overview Package 1: The construction of the first section of the Lai Yang to Weifang section of the S16 Rongwei Expressway starts from the Fenggezhuang interchange of the Rongwei Expressway, runs westward along the old road through Lai Yang, Lai Xi, and Pingdu, and ends at the K230+200 mark of the Rongwei Expressway. The section is 60.257 kilometers long. Among them, the Laixi Hub Interchange to K230+200 section has a total length of 45.637 kilometers and is designed as a two-way six lane standard, mainly using "double-sided widening". The front and rear sections of the Yunshan Zhangling Groundwater Source First level Protection Zone adopt a single-sided widening expansion method, with a roadbed width of 34.5 meters; The starting point of Fenggezhuang Interchange to Laixi Hub Interchange is 14.62 kilometers, designed as a two-way four lane standard, with a roadbed width of 28.0 meters unchanged. The main line has 12 major bridges, 16 medium bridges, 17 small bridges, and 102 culverts; There are 7 interchanges (including 5 general interchanges and 2 hub interchanges), 19 separated interchanges, 74 passages, 19 overpasses, 2 service areas (1 for in-situ use and 1 for new construction), and 5 ramp toll stations along the entire line. (3) The head office of the bidder should be an insurance institution that meets regulatory requirements for solvency indicators (solvency adequacy ratio not less than 100%). (4) Only one provincial-level branch or authorized local institution (or insurance institution of the same level) under the same legal entity can participate in this quotation. If multiple branches under the same legal entity register simultaneously, the registration unit of Shandong Road and Bridge Group Co., Ltd.'s full process digital procurement platform shall prevail. (5) The bidder has insured at least one highway or rail transit construction project all risk insurance and third-party liability insurance performance from January 1, 2022 to present (based on the policy signing time) (for projects with a construction cost of RMB 500 million or more, if it is a co insured project, the bidder is required to bear their own share of the construction cost of RMB 500 million or more).
