Tender Project Number 51330000001008308001 Section (Package) Number 51330000001008308001001 Tender Validity Period 90 Shiqu County Sesu Town High Quality Grass Planting Base Construction Project Addendum (No. 1) To all potential bidders: Supplementary Tender Documents for this project; Pre Annex 4.2.29 (B) of the Instructions to Bidders; The content is as follows:? Enable online (non face to face) bid opening, with the following requirements (if there is any conflict with this clause in the pre attached table of the instructions to bidders, this clause shall prevail): 1. Bid documents: Bidders only need to prepare electronic bid documents, encrypt them with digital certificates, and upload them to the "National Public Resource Trading Platform (Ganzi Prefecture, Sichuan Province)" bidding system. Paper bidding documents and CDs (USB drives) are not accepted at the bid opening site. 2. Bid opening location: After the deadline for bidding, the tenderer or its authorized agency enters the online bid opening process in the bid opening system. Bidders log in to the bidding system of the National Public Resource Trading Platform (Ganzi Prefecture, Sichuan Province) and enter the online bid opening live broadcast room to participate in the bid opening. 3. Non face to face bid opening procedure: The tenderer or its authorized bidding agency is responsible for organizing non face to face bid opening activities using the electronic bidding system as required, and promptly handling bidder objections online. The administrative supervision department is responsible for overseeing the entire process of non face to face bidding activities. (1) Before the deadline for bidding, bidders shall log in to the bidding system of the National Public Resource Trading Platform (Ganzi Prefecture, Sichuan Province) to authorize the decryption of bidding documents. (2) After the bidding deadline, the tenderer or its authorized agency enters the online bidding process in the bidding system. The system will automatically display the list of bidders participating in the project, the submission status of bid security, and other relevant information. (3) Decryption of bidding documents. (4) The system displays the names and bid prices of each bidder. (5) According to the bidding evaluation method, relevant random selection matters shall be carried out. (6) Import the bidding documents into the electronic assisted evaluation system. (7) Raise objections and handle them. (8) Generate bid opening record table, bid opening ends. Bidders shall raise objections online no later than 10 minutes after completing the procedure in item (6) above, and the tenderer or its authorized agency shall promptly respond and handle them online. If the bidder does not raise any objections, it shall be deemed that they acknowledge the process, content, and results of the bid opening. If the bidding documents cannot be successfully decrypted after the bid opening, it shall be deemed as the withdrawal of the bidding documents, and the bidder shall bear the responsibility on its own. Non face to face bidding projects do not accept bidders submitting bid documents in the form of CDs, paper bidding documents, etc. on-site, and do not accept bidders decrypting bid documents on-site. If the electronic bid opening system has been imported but cannot be imported into the electronic evaluation system, the tenderer (or bidding agency) shall keep a record of the bid opening, and the bid documents shall be rejected by the evaluation committee. If the bid opening cannot operate normally due to factors such as power outage, network disconnection, system failure, or other force majeure, the bid opening activity shall be terminated or delayed.
