Bidding Conditions This bidding project, 2025-2027 Jingjintang Expressway Electromechanical System Operation and Maintenance Project (hereinafter referred to as the "Project"), has been approved for construction by//, with 100% self raised construction funds, and the funds have been secured. The bidder is China Merchants Highway Network Technology Holdings Co., Ltd. Jingjintang Expressway Branch (hereinafter referred to as the bidder), and the bidding agent is China Communications Import and Export Co., Ltd. (hereinafter referred to as the bidding agent). This project has met the bidding conditions. We are now conducting a public bidding for the construction of this project and conducting a post qualification review of the bidders. 2. Project Overview and Bidding Scope 2.1 Bidding Scope: Maintenance, functional debugging, and corresponding emergency repair support of charging systems, monitoring systems (including intelligence boards, etc.), and communication system outdoor equipment within the scope of Beijing Tianjin Tangshan; Maintenance of entrance weighing platform equipment and calibration of Beijing section entrance weighing platform; Regular maintenance, functional debugging, parameter optimization, software recovery and upgrade, software system data monitoring, heartbeat monitoring, and deployment and recovery of toll system equipment supporting system software for toll system software (lanes, gantries, station levels, and road section centers); The bidding party requires data query, export, backup, and corresponding emergency maintenance support for operation and management. This project only includes one section. 2.2 Construction location: Beijing Tianjin Tangshan Expressway. 2.3 Planned construction period: from the date of contract signing to March 31, 2028. 3. Qualification Requirements for Bidders 3.1 The qualification requirements that bidders must possess in this bidding are detailed in the table below: The minimum qualification level required for project qualification review. Bidders must have valid qualifications: ① domestic independent legal person qualification and valid enterprise legal person business license. ② The first level qualification for professional contracting of highway transportation engineering (highway mechanical and electrical engineering sub items) issued by the Ministry of Housing and Urban Rural Development; ③ The safety production license for construction enterprises issued by the administrative department in charge of construction is valid. (Provide scanned copies of relevant certificates within the validity period) Financial capability/corporate performance: Bidders must have independently completed and completed the renovation, maintenance, and repair of the electromechanical system of operating highways in China with a single contract amount of not less than 10 million yuan from January 1, 2020 to the deadline for bidding for this project. The performance content must include one of the following: mechanical and electrical renovation, maintenance and repair, daily maintenance, power supply and distribution system, communication system, monitoring system, and billing system.
