Project Overview and Procurement Scope 2.1 Project Overview Shandong Gangtong Construction Co., Ltd. The sporadic employment project of Jihe Expressway in 2025 has been approved and implemented by Shandong Gangtong Construction Co., Ltd. The project has met the procurement conditions and is now procuring the sporadic employment required for the project. 2.2 Procurement Scope: The labor procurement project for the sporadic employment project of Jihe Expressway in 2025 includes the sporadic employment required for daily cleaning, management and maintenance, roadbed, pavement, bridges, greening, maintenance of facilities along the line, flood prevention and control, snow removal and anti-skid work. The construction period is 245 days. 2.3 Package Division This procurement is divided into one package. 3. Qualification Requirements for Bidders 3.1 Qualification Requirements for Each Package Qualification Requirements for Bidders 1. Suppliers must be registered and qualified labor service units with Shandong Gangtong Construction Co., Ltd. Registering on the Shandong Expressway Tendering and Procurement Platform only qualifies for online registration on the platform, and does not mean that it has become a registered and qualified construction labor unit recognized by Shandong Gangtong Construction Co., Ltd; 2. The supplier is registered in accordance with the law within China, holds a valid business license, and has independent legal personality; 3. Having effective qualifications for construction labor services (regardless of level); 4. Having a valid safety production license. Performance requirements/financial requirements/reputation requirements: Suppliers must meet the following requirements: (1) they are not in a state of being ordered to cease operations; (2) Good financial condition, not in a state of property being taken over, frozen, or bankrupt; (3) In the past three years (from April 1, 2022 to the deadline for quotation), there has been no fraudulent transaction, serious breach of contract, or occurrence of general or above safety accidents; (4) Not listed in the National Enterprise Credit Information Publicity System（ http://www.gsxt.gov.cn/ ）Listed as a serious illegal and dishonest enterprise, please provide a screenshot attached; (5) Not on the "China Execution Information Disclosure Network"（ http://zxgk.court.gov.cn/ ）Being included in the list of dishonest persons subject to enforcement, a screenshot is required to be attached; (6) There have been no ongoing litigation cases affecting performance in the past three years (from April 1, 2022 to the deadline for quotation); (7) The quotation is not restricted by other laws, regulations, or rules.
