Heihe Branch entrusts Heilongjiang Zhengzheng Engineering Project Management Consulting Co., Ltd. to conduct a public tender for the China Postal Savings Bank Heihe Branch Canteen Food Procurement Project. The funds for this project are self raised by the tenderer, and the funds have been secured and meet the bidding conditions. Potential bidders who are interested and have the ability to provide the subject matter (hereinafter referred to as bidders) are invited to participate in the bidding. 1、 Project Overview 1.1 Project Name: China Postal Savings Bank Heihe Branch Cafeteria Food Procurement Project 1.2 Bidding Method: Public Bidding 1.3 Section Division: This project is divided into three sections, among which the first section is for grain and oil, eggs, dairy products, etc; The second section includes vegetables, fruits, dried vegetables, soy products, pre made products, daily necessities, etc. The third section includes meat, frozen goods, aquatic products, etc. 1.4 Tender Content: China Postal Savings Bank Heihe Branch Canteen Food Procurement Project, mainly involving the procurement of cafeteria ingredients (including but not limited to meat, vegetables, fruits, aquatic products, dry mix, etc.). 1.5 Budget amount: The total budget amount is 1696484.00 yuan for 2 years, with an annual budget of 848242.00 yuan. Among them, the budget for the first section is 160000.00 yuan for 2 years, with an annual budget of 80000.00 yuan; The budget for the second section is 520000.00 yuan for 2 years, with an annual budget of 260000.00 yuan; The budget for the third section is 1016484.00 yuan for 2 years, with an annual budget of 508242.00 yuan. 1.6 Maximum price limit: Each section shall not exceed a discount of 9.8%, based on the benchmark price of Huafu Supermarket. 1.7 Service period: Sign the framework contract. The contract is valid for 2 years from the date of signing. 1.8 Service Location: The location designated by the tenderer. 1.9 Payment Method: Monthly payment for cafeteria food expenses. Using the inquiry constraint mechanism, the staff canteen lists various standard menus and ingredients, prepares a price list of required vegetables and ingredients, conducts market inquiries (based on the price of Huafu Supermarket, a three person inquiry team is formed to sign and confirm the recorded prices), and provides a price list of the products sold by the supplier before supply. The staff canteen compares the inquiry with each purchase, and the price of the ingredients sold by the supplier shall not be higher than the price of Huafu Supermarket * the supplier's quotation discount. 1.10 Project bidding and winning rules: In this project bidding and winning, each bidder can only be determined as the first candidate for winning the bid for one sub section at most. This project will be evaluated in the order of sub sections, in descending order of the total evaluation score. Those who have obtained the qualification of the first winning candidate for sub section one will not have the qualification to recommend candidates for sub section two; For sub section two, the bidder with the highest ranking among the qualified candidates for winning the bid is the first candidate for winning the bid, the bidder with the second highest ranking is the second candidate for winning the bid, and so on. 2、 Qualification Requirements for Bidders 2.1 Bidders must provide annual inspection
